90_HB2427 20 ILCS 687/6-6 Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Makes stylistic changes in a Section related to energy efficiency programs. LRB9008022JSgc LRB9008022JSgc 1 AN ACT to amend the Renewable Energy, Energy Efficiency, 2 and Coal Resources Development Law of 1997 by changing 3 Section 6-6. 4 Be it enacted by the People of the State of Illinois, 5 represented in the General Assembly: 6 Section 5. The Renewable Energy, Energy Efficiency, and 7 Coal Resources Development Law of 1997 is amended by changing 8 Section 6-6 as follows: 9 (20 ILCS 687/6-6) 10 (Section scheduled to be repealed on December 16, 2007) 11 Sec. 6-6. Energy efficiency program. 12 (a) For the year beginning January 1, 1998, and 13 thereafter as provided in this Section, each electric utility 14 and each alternative retail electric supplier supplying 15 electric power and energy to retail customers located in the 16 State of Illinois shall contribute annually to the Department 17 a pro rata share of a total amount of $3,000,000 based upon 18 the number of kilowatt-hours sold by each such entity in the 19 12 months preceding the year of contribution. These 20 contributions shall be remitted to the Department on or 21 before June 30 of each year the contribution is due. The 22 funds received by the Department pursuant to this Section 23 shall be subject to the appropriation of funds by the General 24 Assembly. The Department shall place the funds remitted 25 under this Section in a trust fund, that is hereby created in 26 the State Treasury, called the Energy Efficiency Trust Fund. 27 (b) The Department shall disburse the moneys in the 28 Energy Efficiency Trust Fund to residential electric 29 customers to fund projects thatwhichthe Department has 30 determined will promote energy efficiency in the State of 31 Illinois. The Department shall establish a list of projects -2- LRB9008022JSgc 1 eligible for grants from the Energy Efficiency Trust Fund 2 including, but not limited to, supporting energy efficiency 3 efforts for low-income households, replacing energy 4 inefficient windows with more efficient windows, replacing 5 energy inefficient appliances with more efficient appliances, 6 replacing energy inefficient lighting with more efficient 7 lighting, insulating dwellings and buildings, and such other 8 projects thatwhichwill increase energy efficiency in homes 9 and rental properties. 10 (c) The Department shall establish criteria and an 11 application process for this grant program. 12 (d) The Department shall conduct a study of other 13 possible energy efficiency improvements and evaluate methods 14 for promoting energy efficiency and conservation, especially 15 for the benefit of low-income customers. 16 (e) Each year, the Department shall submit aan annual17 report to the General Assembly evaluating the effectiveness 18 of the projects and programs provided in this Section, and 19 recommending further legislation thatwhichwill encourage 20 additional development and implementation of energy 21 efficiency projects and programs in Illinois and other 22 actions that help to meet the goals of this Section. 23 (Source: P.A. 90-561, eff. 12-16-97.)
