90_HB2709 105 ILCS 5/3-2.5 Amends the School Code. Changes the salary schedule for regional superintendents of schools effective the first Monday of August, 1999. Provides for an adjustment to those annual salaries on July 1 of each year thereafter. Effective immediately. LRB9008986THpk LRB9008986THpk 1 AN ACT to amend the School Code by changing Section 2 3-2.5. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Section 3-2.5 as follows: 7 (105 ILCS 5/3-2.5) 8 Sec. 3-2.5. Salaries. 9 (a) Except as otherwise provided in subsection (b), the 10 regional superintendents of schools shall receive for their 11 services an annual salary according to the population, as 12 determined by the last preceding federal census, of the 13 region they serve, as followsset out in the following14schedule: 15 SALARIES OF REGIONAL SUPERINTENDENTS OF SCHOOLS 16 UNTIL THE FIRST MONDAY OF AUGUST, 1999 17 POPULATION OF REGION ANNUAL SALARY 18 Less than 48,000 $66,000 19 48,000 to 99,999 $70,500 20 100,000 to 999,999 $74,000 21 1,000,000 and over $76,000 22 Effective on the first Monday of August, 1999 and on July 23 1 of every year thereafter: regional superintendents of 24 schools of an educational service region with a population of 25 500,000 or more inhabitants shall receive for their services 26 an annual salary equal to 105% of the mean salary of all 27 school district superintendents in the State, as determined 28 each year by the State Board of Education under Section 29 2-3.103 of the School Code for the school year that commences 30 in the calendar year immediately preceding the calendar year 31 in which the first payment of the annual salary being -2- LRB9008986THpk 1 determined is to be made; regional superintendents of schools 2 in educational service regions with 100,000 to 499,999 3 inhabitants shall receive for their services an annual salary 4 equal to 97.37% of the annual salary as determined each year 5 for regional superintendents of schools in educational 6 service regions with 500,000 or more inhabitants; and 7 regional superintendents of schools in educational service 8 regions with fewer than 100,000 inhabitants shall receive for 9 their services an annual salary equal to 92.76% of the annual 10 salary as determined each year for regional superintendents 11 of schools in educational service regions with 500,000 or 12 more inhabitants. 13 The changes made by Public Act 86-98 in the annual salary 14 that the regional superintendents of schools shall receive 15 for their services shall apply to the annual salary received 16 by the regional superintendents of schools during each of 17 their elected terms of office that commence after July 26, 18 1989 and before the first Monday of August, 1995. 19 The changes made by Public Act 89-225 in the annual 20 salary that regional superintendents of schools shall receive 21 for their services shall apply to the annual salary received 22 by the regional superintendents of schools during each of 23 their elected terms of office that commence after August 4, 24 1995. 25 When regional superintendents are authorized by the 26 School Code to appoint assistant regional superintendents, 27 the assistant regional superintendent shall receive an annual 28 salary based on his qualifications and computed as a 29 percentage of the salary of the regional superintendent to 30 whom he is assistant, as set out in the following schedule: 31 SALARIES OF ASSISTANT REGIONAL SUPERINTENDENTS 32 QUALIFICATIONS OF PERCENTAGE OF SALARY 33 ASSISTANT REGIONAL OF REGIONAL 34 SUPERINTENDENT SUPERINTENDENT -3- LRB9008986THpk 1 No Bachelor's degree, but 2 State certificate valid 70% 3 for teaching and 4 supervising. 5 Bachelor's degree plus 6 State certificate valid 75% 7 for supervising. 8 Master's degree plus 9 State certificate valid 90% 10 for supervising. 11 However, in any region in which the appointment of more 12 than one assistant regional superintendent is authorized, 13 whether by Section 3-15.10 of this Code or otherwise, not 14 more than one assistant may be compensated at the 90% rate 15 and any other assistant shall be paid at not exceeding the 16 75% rate, in each case depending on the qualifications of the 17 assistant. 18 The salaries provided in this Section for regional 19 superintendents and assistant regional superintendents are 20 payable monthly from the Common School Fund. The State 21 Comptroller in making his or her warrant to any county for 22 the amount due it from the Common School Fund shall deduct 23 from it the several amounts for which warrants have been 24 issued to the regional superintendent, and any assistant 25 regional superintendent, of the educational service region 26 encompassing the county since the preceding apportionment of 27 the Common School Fund. 28 County boards may provide for additional compensation for 29 the regional superintendent or the assistant regional 30 superintendents, or for each of them, to be paid quarterly 31 from the county treasury. 32 (b) Upon abolition on July 1, 1994, of the office of 33 regional superintendent of schools in educational service 34 regions containing 2,000,000 or more inhabitants as provided -4- LRB9008986THpk 1 in Section 3-0.01 of this Code, the provisions of subsection 2 (a) of this Section shall no longer apply in any educational 3 service region in which the office of regional superintendent 4 of schools is so abolished, and no salary or other 5 compensation shall be payable under that subsection (a) or 6 under any other provision of this Section with respect to the 7 office so abolished or with respect to any assistant position 8 to the office so abolished. 9 (Source: P.A. 89-233, eff. 1-1-96; incorporates 89-225, eff. 10 8-4-95; 89-626, eff. 8-9-96.) 11 Section 99. Effective date. This Act takes effect upon 12 becoming law.
