 1                    AMENDMENT TO HOUSE BILL 2774
 2        AMENDMENT NO.     .  Amend House Bill 2774  by  replacing
 3    the title with the following:
 4        "AN  ACT concerning the Metro East Consortium for Student
 5    Advocacy."; and
 6    by replacing everything after the enacting  clause  with  the
 7    following:
 8        "Section  1.  Short  title.  This Act may be cited as the
 9    Metro East Consortium for Student Advocacy  Act.
10        Section 5.  Definition.  In this Act, "MECSA"  means  the
11    Metro East Consortium for Student Advocacy.
12        Section  10.  Creation  of MECSA. With funds appropriated
13    expressly for this purpose, there is created the  Metro  East
14    Consortium  for  Student  Advocacy  consisting  of  the State
15    Superintendent of Education  or  his  or  her  designee,  the
16    regional superintendent of schools of the educational service
17    region   located   in   St.   Clair   County,   the  regional
18    superintendent of schools of the educational  service  region
19    located  in  Madison  County,  the  superintendent  of School
20    District 187, the superintendent of School District 188,  the

 1    superintendent  of School District 189, the superintendent of
 2    Venice Community Unit School District 3,  the  superintendent
 3    of   Dupo   Community  Unit  School  District  196,  and  the
 4    superintendent of Madison Community Unit School District  12,
 5    all  of  whom  shall  serve without compensation but shall be
 6    reimbursed for their reasonable and necessary expenses.
 7        MECSA shall meet initially  at  the  call  of  the  State
 8    Superintendent  of  Education,  shall  select  one  member as
 9    chairperson at its initial meeting, and shall thereafter meet
10    at the call of the chairperson.
11        Section 15.  MECSA's responsibilities. MECSA  shall  have
12    all of the following responsibilities:
13        (1)  To  develop  a  plan  for  upgrading  the  skills of
14    teachers in the Metro East area in the subject areas of  Math
15    and  Science.  This plan shall at a minimum include proposals
16    for ongoing professional development and in-service  training
17    pursuant   to   the   professional  development  block  grant
18    provisions of subsection (b) of Section 1C-2  of  the  School
19    Code.
20        (2)  To   develop   a   plan   for  providing  corrective
21    incentives to improve the  quality  of  education  in  School
22    District  187,  School  District  188,  School  District 189,
23    Venice Community Unit School District 3, Dupo Community  Unit
24    School  District  196,  and  Madison  Community  Unit  School
25    District 12.
26        (3)  To create proposals concerning:
27             (A)  pre-kindergarten   programs   pursuant  to  and
28        consistent  with  the   early   childhood   block   grant
29        provisions  of  subsection  (c)  of  Section  1C-2 of the
30        School Code;
31             (B)  reading   improvement   programs   for   grades
32        kindergarten through 12 pursuant to and  consistent  with
33        the Reading Improvement Block Grant Program provisions of

 1        Section 2-3.51 of the School Code; and
 2             (C)  math   and  science  improvement  programs  for
 3        grades kindergarten through 12 pursuant to and consistent
 4        with the Illinois  State  Board  of  Education  Math  and
 5        Science Initiative and the scientific literacy provisions
 6        of Section 2-3.94 of the School Code.
 7        (4)  To   develop   a  proposal  for  enhancing  learning
 8    technology in  grades  kindergarten  through  12  for  School
 9    District  187,  School  District  188,  School  District 189,
10    Venice Community Unit School District 3, Dupo Community  Unit
11    School  District  196,  and  Madison  Community  Unit  School
12    District  12  pursuant  to  and  consistent  with  the School
13    Technology Program  provisions  of  Section  2-3.117  of  the
14    School Code.
15        (5)  To work with private industry, community leadership,
16    parents, students, and departments of State government to put
17    into place programs whose purpose is to remove the inhibitors
18    to  learning and align programming with the Illinois Academic
19    Learning Standards.
20        Section  20.  Report  to  the  State  Board  and  General
21    Assembly.  MECSA shall report on its  responsibilities  under
22    this  Act to the State Board of Education, the House, and the
23    Senate by filing copies of its report with the  Secretary  of
24    the State Board of Education, the Clerk of the House, and the
25    Secretary  of  the  Senate  by January 1, 2000, and each year
26    thereafter.".
