 1                    AMENDMENT TO HOUSE BILL 2802
 2        AMENDMENT NO.     .  Amend House Bill 2802  by  replacing
 3    the title with the following:
 4        "AN  ACT  to  amend  the  School  Code  by adding Section
 5    29-18."; and
 6    by replacing everything after the enacting  clause  with  the
 7    following:
 8        "Section 5.  The School Code is amended by adding Section
 9    29-18 as follows:
10        (105 ILCS 5/29-18 new)
11        Sec.  29-18.  Grant program for first-time transportation
12    costs.
13        (a)  To assist school districts that  are  not  providing
14    free  pupil  transportation  on  the  effective  date of this
15    amendatory  Act  of  1998,  there  is  created  a  new  pupil
16    transportation start-up grant program.   This  grant  program
17    shall  be  administered  by  the State Board of Education and
18    shall be funded from appropriations made expressly  for  that
19    purpose.
20        (b)  Districts providing free transportation services for
21    the  first  time  will  be  allowed  to receive grant funding

 1    during the first year  of  operation  from  an  appropriation
 2    designated  for  such  initial  services  during fiscal years
 3    1999, 2000, and 2001.   To  qualify  for  that  funding,  the
 4    district  must  file  a  notice  of  intent  to  provide free
 5    transportation  indicating  the  number  of  students  to  be
 6    transported no later than August 15  of  the  first  year  of
 7    operation.  From the appropriation for such initial services,
 8    the district will receive 4 quarterly payments based upon the
 9    number  of  students  to  be  transported  multiplied  by the
10    average State reimbursement per  pupil  transported  paid  to
11    school  districts  under  Section  29-5  for the prior year's
12    regular transportation services.  Vouchers for the  quarterly
13    payments shall be prepared and transmitted by the State Board
14    of  Education to the State Comptroller for payment on October
15    15, January 15, April 15 and July 15.
16        (c)  School districts that obtain start-up grant  funding
17    under  this  Section  shall  not  claim  reimbursement  under
18    Section   29-5   for  transportation  costs  associated  with
19    students who  are  transported  using  start-up  grant  funds
20    provided under this Section.
21        (d)  This Section is repealed on June 30, 2001.
22        Section  99.  Effective date.  This Act shall take effect
23    upon becoming law.".
