Amend House Bill 2805 by replacing 3 the title with the following: 4 "AN ACT relating to public universities."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 5. The Chicago State University Law is amended 8 by changing Section 5-15 as follows: 9 (110 ILCS 660/5-15) 10 Sec. 5-15. Membership; terms; vacancies. The Board 11 shall consist of 7 voting members appointed by the Governor 12 by and with the advice and consent of the Senate, and, until 13 July 1, 2001, one voting member who is a student at Chicago 14 State University. The student member serving on the Board on 15 the effective date of this amendatory Act of 1997 shall be a 16 voting student member for the remainder of his or her term on 17 the Board. Beginning on July 1, 2001, and thereafter, the 18 student member of the Board shall be a nonvoting member. The 19 method of selecting the student member shall continue to be 20 determined by a campus-wide student referendum. The student 21 member shall serve a term of one year beginning on July 1 of -2- LRB9009920THpkam02 1 each year, except that the student member initially selected 2 shall serve a term beginning on the date of his or her 3 selection and expiring on the next succeeding June 30. To be 4 eligible for selection as a student member and to be eligible 5 to remain as a student member of the Board, the student 6 member must be a resident of this State, must have and 7 maintain a grade point average that is equivalent to at least 8 2.5 on a 4.0 scale, and must be a full time student enrolled 9 at all times during his or her term of office except for that 10 part of the term which follows the completion of the last 11 full regular semester of an academic year and precedes the 12 first full regular semester of the succeeding academic year 13 at the university (sometimes commonly referred to as the 14 summer session or summer school). If a student member 15 serving on the Board fails to continue to meet or maintain 16 the residency, minimum grade point average, or enrollment 17 requirement established by this Section, his or her 18 membership on the Board shall be deemed to have terminated by 19 operation of law. Of the members first appointed by the 20 Governor, 4 shall be appointed for terms to expire on the 21 third Monday in January, 1999, and 3 shall be appointed for 22 terms to expire on the third Monday in January, 2001. If the 23 Senate is not in session on the effective date of this 24 Article, or if a vacancy in an appointive membership occurs 25 at a time when the Senate is not in session, the Governor 26 shall make temporary appointments until the next meeting of 27 the Senate when he shall nominate persons to fill such 28 memberships for the remainder of their respective terms. No 29 more than 4 of the members appointed by the Governor shall be 30 affiliated with the same political party. Upon the expiration 31 of the terms of members appointed by the Governor, their 32 respective successors shall be appointed for terms of 6 years 33 from the third Monday in January of each odd-numbered year 34and until their respective successors are appointed for like-3- LRB9009920THpkam02 1terms. The student 19 member shall serve a term of one year beginning on July 1 of 20 each year, except that the student member initially selected 21 shall serve a term beginning on the date of his or her 22 selection and expiring on the next succeeding June 30. Beginning on July 1, 2001, and 11 thereafter, the student member of the Board shall be a 12 nonvoting member. The method of selecting the student member 13 shall continue to be determined by a campus-wide student 14 referendum. The student member shall serve a term of one 15 year beginning on July 1 of each year, except that the 16 student member initially selected shall serve a term 17 beginning on the date of his or her selection and expiring on 18 the next succeeding June 30.
