Amend House Bill 3028 as follows: 3 on page 6, line 31, by changing "3 years" to "63years"; and 4 on page 17, by replacing line 5 with the following: 5 in Ogle and Lee counties; 6 (59) For a period of 3 years after the effective 7 date of this amendatory Act of 1998, by the Village of 8 Bolingbrook for acquisition of property within a Regional 9 Stormwater Detention Project Area, when the purpose of 10 the condemnation proceeding is to acquire land for one or 11 more of the following public purposes: drainage, 12 stormwater management, open space, recreation, 13 improvements for water service and related appurtenances, 14 or wetland mitigation and banking; the project area is in 15 Wheatland Township, Will County, bounded generally by 16 Essington Road, 127th Street, and Kings Road and is more 17 particularly described as follows: That part of Section 18 25 Township 37 N Range 9 E of the 3rd Principal Meridian 19 all in Wheatland Township, Will County, except the 20 Northeast Quarter; the North 1/2 of the Northwest 21 Quarter; and the Southwest Quarter of the Southwest 22 Quarter; 23 (60) For a period of 3 years after the effective -2- LRB9010378MWmbam01 1 date of this amendatory Act of 1998, by the Village of 2 Rosemont for the acquisition of property located within 3 the following tax increment financing redevelopment 4 districts of the Village of Rosemont: (i) Rosemont 5 Redevelopment Plan and Project, as amended, (ii) 6 Higgins-Mannheim Redevelopment Plan and Project, as 7 amended; and (iii) River Road Redevelopment Plan and 8 Project, as amended; 9 (61) For a period of 3 years after June 1, 1998, by 10 the Village of Melrose Park to acquire any property 11 located between North Avenue and the Des Plaines River 12 for the purposes of redeveloping the property; 13 (62) for a period of 36 months after July 1, 1998, 14 by Leyden Community High School District 212, Cook 15 County, Illinois for the acquisition for school purposes, 16 including, but not limited to, school parking lot 17 purposes, of property bounded on the west by Rose Street, 18 on the north by Nerbonne Street, on the east by Pearl 19 Street extended north on Nerbonne Street, and on the 20 south by King Street, except that no portion used for 21 residential purposes shall be taken; 22 (63) for a period of 24 months after the effective 23 date of this amendatory Act of 1998 by the City of Peru 24 for removal of existing residential deed restrictions on 25 the use of property, and the rights of other property 26 owners in the subdivision to enforce those restrictions, 27 as they apply to lots 10, 11, 12, 13, 14, 15, and 16 in 28 Urbanowski's Subdivision to the City of Peru, all of 29 which are owned by the Illinois Valley Community Hospital 30 and adjacent to the existing hospital building, for the 31 limited purpose of allowing the Illinois Valley Community 32 Hospital to expand its hospital facility, including 33 expansion for needed emergency room and outpatient 34 services; under this paragraph (63) compensation shall be -3- LRB9010378MWmbam01 1 paid to those other property owners for the removal of 2 their rights to enforce the residential deed restrictions 3 on property owned by the Illinois Valley Community 4 Hospital, but no real estate owned by those other 5 property owners may be taken.".
