1 AN ACT to amend the Criminal Code of 1961 by changing
2 Section 33E-1.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Criminal Code of 1961 is amended by
6 changing Section 33E-1 as follows:
7 (720 ILCS 5/33E-1) (from Ch. 38, par. 33E-1)
8 Sec. 33E-1. Interference with public contracting. It is
9 the finding of the General Assembly that the cost to the
10 public is increased and the quality of goods, services and
11 construction paid for by public moneys monies is decreased
12 when contracts for such goods, services or construction are
13 obtained by any means other than through independent
14 noncollusive submission of bids or offers by individual
15 contractors or suppliers, and the evaluation of those bids or
16 offers by the governmental unit pursuant only to criteria
17 publicly announced in advance.
