Amends the Civil Administrative Code of Illinois.
Authorizes the Department of Agriculture to award grants to
nonprofit organizations for the promotion of Junior Livestock
Association shows organized or sponsored by the nonprofit
organizations at the Illinois State Fair or the DuQuoin State
Fair.

1 AN ACT to amend the Civil Administrative Code of Illinois
2 by adding Section 40.7b.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Civil Administrative Code of Illinois is
6 amended by adding Section 40.7b as follows:
7 (20 ILCS 205/40.7b new)
8 Sec. 40.7b. Livestock show promotion grants. To develop
9 and implement a program of grants to promote National Junior
10 Livestock Association production livestock shows that have
11 been approved by the Department and are scheduled to be held
12 at the Illinois State Fair or the DuQuoin State Fair. Grant
13 applicants must be nonprofit organizations that organize or
14 sponsor the shows and must submit information requested by
15 the Department to verify their nonprofit nature and financial
16 condition.
17 Criteria for awarding grants shall include, but need not
18 be limited to, the following: (i) the length of the show;
19 (ii) the estimated proceeds of the show; (iii) the number of
20 entries in the show; and (iv) the economic impact of the show
21 upon the State.
22 Grants shall be awarded from funds appropriated for this
23 purpose to a maximum of $100,000 per fiscal year. Any number
24 of grants may be awarded, but no single grant may exceed
25 $25,000 and no more than one grant may be awarded for the
26 promotion of one show.
