Amend House Bill 3126 by replacing 3 the title with the following: 4 "AN ACT relating to public university tuition 5 statements."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. Short title. This Act may be cited as the 9 Public University Tuition Statement Act. 10 Section 10. Definition. In this Act, "public 11 university" means and includes Chicago State University, 12 Eastern Illinois University, Governors State University, 13 Illinois State University, Northeastern Illinois University, 14 Northern Illinois University, Southern Illinois University, 15 Western Illinois University, the University of Illinois, and 16 any other public university established or authorized by the 17 General Assembly. 18 Section 15. Tuition Statements. Each year using data 19 from the preceding fiscal year public universities shall 20 include as part of an undergraduate student's tuition bill or -2- LRB9010312THpkam 1 other statement of tuition charges or as a separate 2 attachment to the bill or charge the following statement: 3 For Fiscal Year , the General Assembly and the 4 Governor authorized the aggregate amount of $ to be 5 appropriated from the General Revenue Fund and the 6 Education Assistance Fund for operation of the State's 7 public universities. For Fiscal Year , each resident 8 undergraduate full-time public university student 9 received an average tuition subsidy of $ from the 10 State of Illinois which was applied to offset the full 11 cost of instruction. 12 The average resident tuition subsidy rate from the State for 13 each undergraduate resident full-time public university 14 student shall be determined annually by the Illinois Board of 15 Higher Education using the following formula: the average 16 total undergraduate instructional costs per full-time 17 equivalent undergraduate student at Illinois public 18 universities minus the average full-time undergraduate 19 resident tuition rate at Illinois public universities. For 20 the purposes of this calculation, a full time equivalent 21 undergraduate student shall be represented by 30 22 undergraduate hours taken in a fiscal year. 23 The Illinois Board of Higher Education shall provide the 24 calculation for the average tuition subsidy for the preceding 25 fiscal year to all public universities by March 1 of each 26 year. 27 Section 99. Effective date. This Act takes effect July 28 1, 1998.".
