Requires the State Board of Education to administer a 5-year pilot grant program under which, from appropriations made for the program's implementation, annual cost of instruction grants are distributed to Jobs For Youth/Chicago, a community-based job training and placement and adult education program. Requires the grants to be used to provide persons in Cook County who are between the ages of 17 and 24 years with basic adult secondary education, job training, and other instruction necessary to increase their employment qualifications. Provides for implementation of the adult secondary education program under an interagency agreement between the State Board of Education and Jobs for Youth/Chicago, and requires the State Board of Education, which is to supervise the program's implementation, to determine the annual amount of a cost of instruction grant based upon performance outcomes of students in the program and standards established by the State Board of Education for program implementation. LRB9009824THpkA LRB9009824THpkA 1 AN ACT to amend the Adult Education Act by adding Section 2 2-2.5. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Adult Education Act is amended by adding 6 Section 2-2.5 as follows: 7 (105 ILCS 405/2-2.5 new) 8 Sec. 2-2.5. Pilot adult secondary education grant 9 program. Notwithstanding any other provisions of this Act or 10 any other law of this State, the State Board of Education 11 shall administer a 5-year pilot grant program under which, 12 from appropriations made for purposes of this Section for 13 fiscal year 1999 and each of the succeeding 4 fiscal years, 14 the State Board of Education shall distribute an annual cost 15 of instruction grant to Jobs For Youth/Chicago, a 16 community-based job training and placement and adult 17 education program. The grants shall be used to provide 18 persons between the ages of 17 and 24 years who reside within 19 a county that has a population in excess of 3,000,000 20 inhabitants with a basic adult secondary education program, 21 job training, and other instruction necessary to increase 22 their qualifications for employment. The adult secondary 23 education program shall be implemented pursuant to the terms 24 of an interagency agreement entered into between the State 25 Board of Education and Jobs For Youth/Chicago. The State 26 Board of Education shall supervise implementation of the 27 pilot program and determine the annual amount of the cost of 28 instruction grant to be distributed based upon performance 29 outcomes of students in the program and standards established 30 by the State Board of Education for the program's 31 implementation. -2- LRB9009824THpkA 1 Section 99. Effective date. This Act takes effect July 2 1, 1998.
