Provides that the State Fire Marshal shall administer a program to provide grants to municipalities and fire protection districts for the purpose of purchasing thermal imaging cameras that enable firefighters to see better while performing their duties. LRB9007197MWks LRB9007197MWks 1 AN ACT to amend the State Fire Marshal Act by changing 2 Section 2. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The State Fire Marshal Act is amended by 6 changing Section 2 as follows: 7 (20 ILCS 2905/2) (from Ch. 127 1/2, par. 2) 8 Sec. 2. The Office shall have the following powers and 9 duties: 10 1. To exercise the rights, powers and duties which have 11 been vested by law in the Department of State Police as the 12 successor of the Department of Public Safety, State Fire 13 Marshal, deputy State Fire Marshal, inspectors, officers and 14 employees of the State Fire Marshal, including arson 15 investigation. 16 2. To keep a record, as may be required by law, of all 17 fires occurring in the State, together with all facts, 18 statistics and circumstances, including the origin of fires. 19 3. To exercise the rights, powers and duties which have 20 been vested in the Department of State Police by the "Boiler 21 and Pressure Vessel Safety Act", approved August 7, 1951, as 22 amended. 23 4. To administer the Illinois Fire Protection Training 24 Act. 25 5. To aid in the establishment and maintenance of the 26 training facilities and programs of the Illinois Fire Service 27 Institute. 28 6. To disburse Federal grants for fire protection 29 purposes to units of local government. 30 7. To pay to or in behalf of the City of Chicago for the 31 maintenance, expenses, facilities and structures directly -2- LRB9007197MWks 1 incident to the Chicago Fire Department training program. 2 Such payments may be made either as reimbursements for 3 expenditures previously made by the City, or as payments at 4 the time the City has incurred an obligation which is then 5 due and payable for such expenditures. Payments for the 6 Chicago Fire Department training program shall be made only 7 for those expenditures which are not claimable by the City 8 under "An Act relating to fire protection training", 9 certified November 9, 1971, as amended. 10 8. To administer General Revenue Fund grants to areas 11 not located in a fire protection district or in a 12 municipality which provides fire protection services, to 13 defray the organizational expenses of forming a fire 14 protection district. 15 9. In cooperation with the Illinois Environmental 16 Protection Agency, to administer the Illinois Leaking 17 Underground Storage Tank program in accordance with Section 4 18 of this Act and Section 22.12 of the Environmental Protection 19 Act. 20 10. To expend state and federal funds as appropriated by 21 the General Assembly. 22 11. To provide technical assistance, to areas not 23 located in a fire protection district or in a municipality 24 which provides fire protection service, to form a fire 25 protection district, to join an existing district, or to 26 establish a municipal fire department, whichever is 27 applicable. 28 11-a. Subject to appropriations, to administer a program 29 to provide grants to municipalities that provide fire 30 protection service and to fire protection districts for the 31 purpose of purchasing thermal imaging cameras that enable 32 firefighters to see better while performing their duties. 33 The Office shall provide by rule for application procedures 34 and criteria for awarding the grants, including but not -3- LRB9007197MWks 1 limited to a requirement that a municipality or fire 2 protection district pay one-half the cost of purchasing the 3 camera. 4 12. To exercise such other powers and duties as may be 5 vested in the Office by law. 6 (Source: P.A. 86-761.) 7 Section 99. Effective date. This Act takes effect on 8 July 1, 1998.
