          Amends the Illinois Act on the Aging, the Alcoholism  and
      Other  Drug Abuse and Dependency Act, the Children and Family
      Services Act, the  Department  of  Human  Services  Act,  the
      Mental  Health  and Developmental Disabilities Administrative
      Act, and the  Disabled  Persons  Rehabilitation  Act.   Makes
      technical changes in provisions relating to public services.

 1        AN ACT concerning community service providers.
 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:
 4        Section 5.  The Illinois Act on the Aging is  amended  by
 5    changing Section 1 as follows:
 6        (20 ILCS 105/1) (from Ch. 23, par. 6101)
 7        Sec. 1.  Short title.  This Act shall be known and may be
 8    cited as the "Illinois Act on the Aging".

10        Section  10.   The  Alcoholism  and  Other Drug Abuse and
11    Dependency Act  is  amended  by  changing  Section  10-40  as
12    follows:
13        (20 ILCS 301/10-40)
14        Sec.   10-40.   Interagency  Alcoholism  and  Other  Drug
15    Dependency Board established; staff.  There  is  created  the
16    Interagency  Alcoholism and Other Drug Dependency Board.  The
17    members of  the  Board  shall  receive  no  compensation  for
18    service,  but  shall  be reimbursed for all expenses actually
19    and necessarily incurred by  them  in  performance  of  their
20    duties  under  this  Act.   The Board shall meet from time to
21    time at the request of the Department, or at the call of  the
22    chairman,  or  upon the request of any 3 of its members.  The
23    Secretary of Human Services or  his  or  her  designee  shall
24    serve  as  secretary  of  the  Board.   The  Department shall
25    provide  necessary  staff  to  assist  the   Board   in   the
26    performance of its functions.

28        Section  15.   The  Children  and  Family Services Act is

 1    amended by changing Section 1.1 as follows:

 3        Sec. 1.1.  Short title.  This Act shall be known and  may
 4    be cited as the Children and Family Services Act.

 6        Section  20.   The  Department  of  Human Services Act is
 7    amended by changing Section 1-5 as follows:
 8        (20 ILCS 1305/1-5)
 9        Sec. 1-5. Purpose; consolidation.  It is the  purpose  of
10    this  Act  to  provide  for the creation of the Department of
11    Human Services and to transfer to it certain rights,  powers,
12    duties,  and  functions  currently exercised by various other
13    agencies of State  Government.   This  Act  consolidates  and
14    centralizes  certain  human  services  programs  that are now
15    offered to  the  citizens  of  this  State  by  a  number  of
16    different State agencies; it is intended to make possible the
17    more  effective  and  efficient  operation  of  the  affected
18    programs and services.

20        Section    25.    The  Mental  Health  and  Developmental
21    Disabilities  Administrative  Act  is  amended  by   changing
22    Section 3 as follows:
23        (20 ILCS 1705/3) (from Ch. 91 1/2, par. 100-3)
24        Sec.   3.   Powers,  duties,  and  responsibilities.   In
25    addition to the powers, duties,  and  responsibilities  which
26    may  be  otherwise provided by law, the Department shall have
27    the powers enumerated in this Act.

 1        Section 30.  The Disabled Persons Rehabilitation  Act  is
 2    amended by changing Section 1 as follows:
 3        (20 ILCS 2405/1) (from Ch. 23, par. 3430)
 4        Sec.  1.  Purpose.   It  is  the  purpose  of this Act to
 5    provide for rehabilitation, habilitation, and other  services
 6    to persons with one or more disabilities, their families, and
 7    the community.
