10 ILCS 5/9-28
Amends the Election Code. Requires political committees
that raise or spend $10,000 or more annually to file campaign
finance reports electronically. Requires the State Board of
Elections to adopt the necessary rules. Effective
immediately.

1 AN ACT to amend the Election Code by changing Section
2 9-28.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Election Code is amended by changing
6 Section 9-28 as follows:
7 (10 ILCS 5/9-28)
8 Sec. 9-28. Electronic filing and availability. The
9 Board shall may by rule provide for the optional electronic
10 filing of expenditure and contribution reports. A political
11 committee that accepts contributions or makes expenditures of
12 $10,000 or more in the aggregate during any 12-month period
13 must file the expenditure and contribution reports required
14 by this Article electronically; other political committees
15 may file those reports electronically. The Board shall
16 promptly make all reports filed under this Article by all
17 political committees publicly available by means of a
18 searchable database that is accessible through the World Wide
19 Web.

21 Section 99. Effective date. This Act takes effect upon
22 becoming law.
