      10 ILCS 5/9-8.5 new
          Amends the Election Code.  Limits  public  officials  and
      candidates   to  the  establishment  of  only  one  political
      committee per office sought,  but  permits  each  legislative
      leader to establish an additional political committee for the
      election    of    General    Assembly   candidates.    Limits
      corporations,  labor  unions,  and  other   groups   to   the
      establishment   of  only  one  political  committee.   Limits
      campaign contributions per primary  or  general  election  to
      each political committee, or to each candidate for those with
      more  than  one  political committee, as follows: $1,500 from
      individuals, $3,000 from groups without political committees,
      and  $5,000  from   political   committees   established   by
      corporations,  labor  unions,  and  other  groups.  Effective
      immediately.

 1        AN ACT to amend the  Election  Code  by  adding  Sections
 2    9-2.5 and 9-8.5.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.   The  Election  Code  is  amended  by  adding
 6    Sections 9-2.5 and 9-8.5 as follows:
 7        (10 ILCS 5/9-2.5 new)
 8        Sec. 9-2.5.  Single political committee.
 9        (a)  No  public  official  or candidate for public office
10    may establish more than  one  political  committee  for  each
11    office that public official or candidate is seeking.
12        (b)  The   public  officials  elected  President  of  the
13    Senate, Minority Leader of the Senate, Speaker of the  House,
14    and  Minority  Leader  of  the  House  may each establish and
15    operate one additional political committee for the purpose of
16    supporting  the  election  of  candidates  to   the   General
17    Assembly.  The committees provided for in this subsection (b)
18    shall  be  considered  established  by  the  President of the
19    Senate, Minority Leader of the Senate, Speaker of the  House,
20    and  Minority  Leader  of  the  House for purposes of Section
21    9-8.5.
22        (c)  No  corporation,  labor  union,  or  association  of
23    individuals, however described or organized,  may  establish,
24    singly or with others, more than one political committee.

26        Sec. 9-8.5. Contribution and transfer limits.
27        (a)  No   individual   may   make  contributions  to  any
28    political committee of more  than  $1,500  during  a  primary
29    election  period  or  of  more  than  $1,500 during a general
30    election period.

 1        (b)  No  corporation,  labor  union,  or  association  of
 2    individuals, however described or  organized,  that  has  not
 3    established  a  political committee may make contributions to
 4    any political committee of more than $3,000 during a  primary
 5    election  period  or  of  more  than  $3,000 during a general
 6    election period.
 7        (c)  No political committee established by a corporation,
 8    labor union, or association of individuals, however described
 9    or  organized,  may  make  contributions  to  any   political
10    committee  of  more  than  $5,000  during  a primary election
11    period or of more  than  $5,000  during  a  general  election
12    period.   Nothing  in  this  subsection (c) shall prohibit or
13    limit the  amount  of  transfers  by  a  political  committee
14    established  by  a  candidate  for  public  office  or public
15    official.
16        (d)  For purposes of this  Section,  a  primary  election
17    period begins July 1 of an odd-numbered year and ends the day
18    of  the  next  primary  election.   A general election period
19    begins the day after a primary election and ends June  30  of
20    the next odd-numbered year.
21        (e)  With   respect   to   contributions   to   political
22    committees  established by a candidate for public office or a
23    public official, the limitations established in this  Section
24    apply   in   the   aggregate   to  all  political  committees
25    established by that candidate for  public  office  or  public
26    official.
27        Section  99.  Effective date.  This Act takes effect upon
28    becoming law.
