90_HB3848 Makes appropriations for the FY99 ordinary and contingent expenses of the General Assembly. Effective July 1, 1998. LRB9011706WHdv LRB9011706WHdv 1 AN ACT regarding appropriations. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 ARTICLE 1 5 Section 1. The following sums, or so much thereof as may 6 be necessary, respectively, are appropriated to the President 7 of the Senate and the Speaker of the House of Representatives 8 for furnishing the items provided in Section 4 of the General 9 Assembly Compensation Act to members of their respective 10 houses throughout the year in connection with their 11 legislative duties and responsibilities and not in connection 12 with any political campaign, as prescribed by law: 13 To the President of the Senate............... $ 3,953,000 14 To the Speaker of the House of 15 Representatives............................ 6,726,000 16 Total $10,679,000 17 Section 2. Payments from the amounts appropriated in 18 Section 1 of this Article shall be made only upon the 19 delivery of a voucher approved by the member to the State 20 Comptroller. The voucher shall also be approved by the 21 President of the Senate or the Speaker of the House of 22 Representatives as the case may be. 23 ARTICLE 2 24 Section 1. The following named sums, or so much thereof 25 as may be necessary, respectively, for the objects and 26 purposes hereinafter named, are appropriated to meet the 27 ordinary and contingent expenses of the Senate: 28 For the ordinary and incidental expenses of -2- LRB9011706WHdv 1 legislative leadership and legislative staff 2 assistants: 3 President................................... $ 4,235,385 4 Minority Leader............................. 4,235,385 5 For the ordinary and incidental expenses of 6 committees, the general staff and 7 operations, per diem employees, special and 8 standing committees of the Senate and 9 expenses incurred in transcribing and 10 printing of Senate debate................... 3,277,047 11 For the ordinary and incidental expenses of the 12 Senate, also including the purchasing on 13 contract as required by law of printing, 14 binding, printing paper, stationery and 15 office supplies............................. 175,999 16 For allowances for the particular and additional 17 services appertaining to or entailed by the 18 respective officers of the Senate named in 19 and in accordance with the following 20 schedule: 21 President................................... 68,579 22 Minority Leader............................. 68,579 23 For travel, including expenses to Springfield of 24 members on official legislative business 25 during weeks when the General Assembly is 26 not in session.............................. 47,401 27 Total $12,108,375 28 Section 2. The sum of $568,156, or so much thereof as 29 may be necessary, is appropriated for the use of the Senate 30 standing committees for expert witnesses, technical services, 31 consulting assistance and other research assistance 32 associated with special studies and long range research 33 projects which may be requested by the standing committees. -3- LRB9011706WHdv 1 Section 3. The sum of $62,700, or so much thereof as may 2 be necessary, is appropriated from the General Assembly 3 Operations Revolving Fund to the Office of the President, to 4 meet the ordinary and contingent expenses of the Senate. 5 Section 4. The following named sums, or so much thereof 6 as may be necessary, respectively, for the objects and 7 purposes hereinafter named, are appropriated to meet the 8 ordinary, incidental and contingent expenses of the House 9 Majority and Minority Leadership Staff and Office operations: 10 For the Speaker............................. $ 3,793,413 11 For the Minority Leader..................... 3,793,413 12 Total $7,586,826 13 Section 5. The following named sums, or so much thereof 14 as may be necessary, are appropriated to meet the ordinary, 15 incidental and contingent expenses of the House Majority and 16 Minority Leadership Staff and the general staff: 17 For the Speaker............................. $ 294,063 18 For the Minority Leader..................... 133,316 19 Total $427,379 20 Section 6. The following named sums, or so much thereof 21 as may be necessary, respectively, for the objects and 22 purposes hereinafter named, relating to the operation of the 23 House of Representatives, are appropriated to meet its 24 ordinary and contingent expenses: 25 For the ordinary and incidental expenses of the 26 general staff, operations, and special and 27 standing committees of the House, for per 28 diem employees and for expenses incurred in 29 transcribing and printing of House debates.. $4,350,707 30 For the ordinary and incidental expenses of the 31 House, also including the purchasing on -4- LRB9011706WHdv 1 contract as required by law of printing, 2 binding, printing paper, stationery and 3 office supplies, no part of which shall be 4 expended for expenses of purchasing, 5 handling or distributing such supplies and 6 against which no indebtedness shall be 7 incurred without the written approval of the 8 Speaker of the House of Representatives..... 82,074 9 Pursuant to the Legislative Commission 10 Reorganization Act of 1984, to the Speaker 11 of the House for 12 Standing House Committees................... 1,958,263 13 Total $6,391,044 14 Section 7. The following named sum, or so much thereof 15 as may be necessary, for the objects and purposes hereinafter 16 named, relating to House membership, is appropriated to meet 17 the ordinary and contingent expenses of the House: 18 For travel, including expenses to 19 Springfield of members on official 20 legislative business during weeks when 21 the General Assembly is not in session .............$25,017 22 Section 8. The sum of $62,700, or so much thereof as may 23 be necessary, is appropriated from the General Assembly 24 Operations Revolving Fund to the Office of the Speaker, to 25 meet the ordinary and contingent expenses of the House. 26 Section 9. As used in Sections 4 and 5 of this Article, 27 except where the approval of the Speaker of the House of 28 Representatives is expressly required for the expenditure of 29 or the incurring of indebtedness against an appropriation for 30 certain purchases on contract, "Speaker" means the leader of 31 the party having the largest number of members of the House -5- LRB9011706WHdv 1 of Representatives as of January 8, 1997, and "Minority 2 Leader" means the leader of the party having the second 3 largest number of members of the House of Representatives as 4 of January 8, 1997. 5 Section 100. This Act takes effect July 1, 1998.
