 1                 AMENDMENT TO HOUSE JOINT RESOLUTION
 2                     CONSTITUTIONAL AMENDMENT 2
 3        AMENDMENT  NO.      .   Amend  House   Joint   Resolution
 4    Constitutional  Amendment  2  on page 1, by replacing lines 3
 5    through 31 with the following:
 6        "RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES  OF   THE
 7    NINETIETH  GENERAL  ASSEMBLY  OF  THE  STATE OF ILLINOIS, THE
 8    SENATE CONCURRING HEREIN, that there shall  be  submitted  to
 9    the  electors  of  the State for adoption or rejection at the
10    general election next occurring at least 6 months  after  the
11    adoption  of this resolution a proposition to amend Article V
12    of the Illinois Constitution by changing Sections  1,  3,  7,
13    and 18 and by repealing Section 17 as follows:
14        (ILCON Art. V, Sec. 1)
15    SECTION 1. OFFICERS
16        The Executive Branch shall include a Governor, Lieutenant
17    Governor,  Attorney  General, Secretary of State, Comptroller
18    and Treasurer elected by the  electors  of  the  State.  They
19    shall keep the public records and maintain a residence at the
20    seat of government during their terms of office.

 2    SECTION 3. ELIGIBILITY
 3        To be eligible to hold the office of Governor, Lieutenant
 4    Governor,  Attorney  General, Secretary of State, Comptroller
 5    or Treasurer, a person must be a United  States  citizen,  at
 6    least  25  years  old,  and  a resident of this State for the
 7    three years preceding his or her election.

10    SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
11        If the Attorney General, Secretary of State,  Comptroller
12    or  Treasurer  fails  to qualify or if the his office becomes
13    vacant, the Governor shall fill the  office  by  appointment.
14    The  appointee  shall  hold  office until the elected officer
15    qualifies or until a successor is elected  and  qualified  as
16    may be provided by law and shall not be subject to removal by
17    the  Governor. If the Lieutenant Governor fails to qualify or
18    if the his office becomes  vacant,  it  shall  remain  vacant
19    until the end of the term.

22    SECTION 17. COMPTROLLER - DUTIES (REPEALED)
23        The  Comptroller,  in accordance with law, shall maintain
24    the State's central fiscal accounts, and order payments  into
25    and out of the funds held by the Treasurer.

28    SECTION 18. TREASURER - DUTIES
29        The Treasurer, in accordance with law, shall (i) maintain
30    the  State's central fiscal accounts, and order payments into
31    and out of  the  accounts,  (ii)    be  responsible  for  the

 1    safekeeping and investment of monies and securities deposited
 2    with  him  or her, and for their disbursement, and (iii) have
 3    the duties and powers that may  be  prescribed  by  law  upon
 4    order of the Comptroller.

 6                              SCHEDULE
 7        This  Constitutional  Amendment  takes  effect  upon  the
 8    conclusion  of the term of the Comptroller elected in 1998.";
 9    and
10    by deleting all of pages 2 and 3.
