90_HC0012 ILCON Art. IV, Sec. 8.1 new Proposes to amend the Legislative Article of the Illinois Constitution concerning the passage of revenue bills. Provides that any bill resulting in the increase of revenue to the State may become law only by a vote of two-thirds of the members in each house of the General Assembly. Provides that the General Assembly may not vote upon a revenue bill until a public hearing has been held. Effective upon approval by the electors. LRB9005009KDks LRB9005009KDks 1 HOUSE JOINT RESOLUTION 2 CONSTITUTIONAL AMENDMENT 3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 4 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 5 SENATE CONCURRING HEREIN, that there shall be submitted to 6 the electors of the State for adoption or rejection at the 7 general election next occurring at least 6 months after the 8 adoption of this resolution a proposition to add Section 8.1 9 of Article IV of the Illinois Constitution as follows: 10 ARTICLE IV 11 THE LEGISLATURE 12 (ILCON Art. IV, Sec. 8.1 new) 13 Section 8.1. Passage of Revenue Bills. 14 (a) A bill that would result in the increase of revenue 15 to the State may become law only with the concurrence of 16 two-thirds of the members elected to each house of the 17 General Assembly. 18 (b) The General Assembly may not vote upon a bill that 19 would result in the increase of revenue to the State until a 20 public hearing on the bill has been held. Reasonable notice 21 of the hearing, in no event less than 2 weeks, shall be given 22 to the public. 23 SCHEDULE 24 This Constitutional Amendment takes effect upon approval 25 by the electors of this State.
