90_HJ0007 LRB9001116CBcb 1 HOUSE JOINT RESOLUTION 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 3 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 4 SENATE CONCURRING HEREIN, that the Congress of the United 5 States of America is hereby petitioned to adopt an amendment 6 to the Constitution of the United States, for submission to 7 the States for ratification, requiring, with certain 8 exceptions, that for each fiscal year the President of the 9 United States submit and the Congress of the United States 10 adopt a balanced federal budget; and be it further 11 RESOLVED, That under Article V of the Constitution of the 12 United States, the General Assembly of the State of Illinois 13 makes application to the Congress of the United States of 14 America to call a convention for the specific and exclusive 15 purpose of proposing an amendment to the Constitution of the 16 United States, for submission to the States for ratification, 17 requiring, with certain exceptions, that for each fiscal year 18 the President of the United States submit and the Congress of 19 the United States adopt a balanced federal budget; and be it 20 further 21 RESOLVED, That if Congress adopts, within 60 days after 22 the legislatures of two-thirds of the States have made 23 application for that convention, an amendment to the 24 Constitution of the United States similar in subject matter 25 to that contained in this resolution, then this application 26 for a convention shall no longer be of any force or effect; 27 and be it further 28 RESOLVED, That this application and request be deemed 29 null and void, rescinded, and of no effect in the event that 30 the convention not be limited to this specific and exclusive 31 purpose; and be it further 32 RESOLVED, That this application by this General Assembly -2- LRB9001116CBcb 1 constitutes a continuing application in accordance with 2 Article V of the Constitution of the United States until at 3 least two-thirds of the legislatures of the several States 4 have made application for a similar convention under Article 5 V or the Congress has proposed an amendment to the 6 Constitution of the United States similar in subject matter 7 to that contained in this resolution; and be it further 8 RESOLVED, That certified copies of this resolution be 9 transmitted by the Secretary of State to the President of the 10 United States Senate, to the Speaker of the United States 11 House of Representatives, to each member of this State's 12 delegation to the Congress and to the presiding officer of 13 each house of each State legislature in the United States.
