90_HJ0044 LRB9008558PTmb 1 HOUSE JOINT RESOLUTION 2 WHEREAS, The State of Illinois wishes to further address 3 the issue of domestic violence by enhancing its training of 4 law enforcement personnel; and 5 WHEREAS, Additional training will better prepare law 6 enforcement personnel in their response to and investigation 7 of domestic violence incidents; and 8 WHEREAS, Because the majority of domestic violence occurs 9 against women, their perspective can be a valuable tool in 10 the education of law enforcement personnel; therefore, be it 11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 12 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 13 SENATE CONCURRING HEREIN, That there is created the Domestic 14 Violence Task Force consisting of 7 women; that the Speaker 15 of the House of Representatives shall appoint a 16 co-chairperson, the President of the Senate shall appoint a 17 co-chairperson, the Minority Leader of the House of 18 Representatives shall appoint 1 member, the Minority Leader 19 of the Senate shall appoint 1 member, the Executive Director 20 of the Illinois Law Enforcement Training Standards Board 21 shall appoint 1 member, the Illinois Sheriffs Association 22 shall appoint 1 member, and the Illinois Federation of Chiefs 23 of Police shall appoint 1 member; and that they shall serve 24 without compensation but shall be reimbursed for their 25 reasonable and necessary expenses from funds appropriated for 26 that purpose; and be it further 27 RESOLVED, That the Task Force shall research methods to 28 improve the curriculum established by the Illinois Law 29 Enforcement Training Standards Board for training law 30 enforcement personnel to investigate domestic violence 31 incidents, specifically sensitivity training in communicating -2- LRB9008558PTmb 1 with complainants of domestic violence incidents; and be it 2 further 3 RESOLVED, That the Task Force shall meet at the call of 4 the co-chairpersons, shall hold public hearings, shall 5 receive the assistance of legislative staff, and shall report 6 its findings and recommendations to the House of 7 Representatives concerning the enhancement of sensitivity 8 training for law enforcement personnel in their response to 9 and investigation of domestic violence by filing a copy of 10 its report with the Clerk of the House of Representatives and 11 the Secretary of the Senate on or before December 1, 1998; 12 and that upon filing its report the task force is dissolved.
