 1                       HOUSE JOINT RESOLUTION
 2        WHEREAS, The business meal is a 100%  legitimate  expense
 3    and should be a 100% legitimate deduction; and
 4        WHEREAS, Two-thirds of business meal users make less than
 5    $60,000; and
 6        WHEREAS,   Seventy  percent  of  spenders  typically  use
 7    low-to-moderately priced restaurants  for  business  lunches;
 8    and
 9        WHEREAS,  Restoring  the  business meal deduction was the
10    number 2 priority of the 1,600  small-business  delegates  at
11    the last White House Conference on Small Business; and
12        WHEREAS,   One-fifth   of   business   meal   users   are
13    self-employed people; and
14        WHEREAS,  Small  business  owners  rely  heavily  on  the
15    one-on-one  relationship  offered by a business meal, more so
16    than a large  corporation  with  an  advertising  budget  and
17    marketing staff; therefore, be it
18        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
19    NINETIETH GENERAL ASSEMBLY OF  THE  STATE  OF  ILLINOIS,  THE
20    SENATE  CONCURRING  HEREIN,  that  we urge each member of the
21    Illinois  Congressional  delegation  and  the  United  States
22    Congress to support federal efforts  that  will  restore  the
23    legitimate  expense  of  the  business  meal to the full 100%
24    deductibility; and be it further
25        RESOLVED, That we strongly urge the governors  and  other
26    legislatures  in  their  respective  states to promulgate the
27    message that the business meal is a legitimate  expense  that
28    must be restored to the full 100%; and be it further
29        RESOLVED,  That  suitable  copies  of  this resolution be
30    delivered to each member of the United States Congress and to

 1    the governors and appropriate officers of the legislatures of
 2    all other states.
