90_HJ0056 LRB9011749KBkbA 1 HOUSE JOINT RESOLUTION 2 WHEREAS, During the past decade the number of murders by 3 juveniles using guns has skyrocketed by 300 percent; and 4 WHEREAS, From 1993 to 1996, 64 percent of all murders in 5 Illinois involved a handgun; and 6 WHEREAS, In 1996 the FBI reported that firearms were used 7 in 12,260 aggravated assaults, 12,045 robberies, and 585 8 murders in Illinois; and 9 WHEREAS, A U.S. Department of Justice survey of more than 10 7,000 people arrested for felonies found that more than 50 11 percent of the arrestees had illegally obtained a firearm; 12 and 13 WHEREAS, Illinois has a law requiring local law 14 enforcement agencies to track, upon recovery, how and from 15 where an individual under the age of 21 illegally obtained a 16 firearm; and 17 WHEREAS, Cracking down on the illegal gun market at its 18 source would help prevent gun possessions by criminals; and 19 WHEREAS, The U.S. Bureau of Alcohol, Tobacco, and 20 Firearms maintains a national computerized database system 21 called Project Lead that allows the agency to trace guns 22 found at crime scenes to their original point of purchase; 23 and 24 WHEREAS, The ATF will provide the tracing information to 25 any police department that requests it; and 26 WHEREAS, Tracing all guns used in crimes will help police 27 develop useful investigative leads in solving those crimes 28 and convicting illegal firearms traffickers; and 29 WHEREAS, United States Senator Richard Durbin has -2- LRB9011749KBkbA 1 assembled a statewide coalition of law enforcement 2 organizations in support of universal crime gun tracing; 3 therefore, be it 4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 5 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 6 SENATE CONCURRING HEREIN, that we encourage all law 7 enforcement organizations in the State to join together in 8 tracing guns recovered in the commission of a crime.
