90_HR0005 LRB9000864CBcb 1 HOUSE RESOLUTION 2 WHEREAS, The members of this Body are happy to recognize 3 individuals who have made outstanding contributions to the 4 well-being of the citizens of this State; and 5 WHEREAS, It has come to our attention that Bloomingdale 6 Chief of Police Gary J. Schira will be installed as president 7 of the Illinois Association of Chiefs of Police on January 8 13, 1997; and 9 WHEREAS, Chief Schira has served with the Bloomingdale 10 Police Department since September 13, 1972, and rose through 11 the ranks to become Chief on December 20, 1983; and 12 WHEREAS, A graduate of St. Patrick High School in 13 Chicago, Gary Schira earned an associate's degree in 14 chemistry from the University of Florida and a bachelor's 15 degree in criminal justice management from Aurora University; 16 he graduated with the 54th Class of the Police Administration 17 Training Program at Northwestern University and was a 18 graduate of the 141st Session of the F.B.I. National Academy; 19 he also attended numerous training seminars and courses on 20 various police related and management topics; and 21 WHEREAS, Gary Schira served as an Assessor in various 22 Assessment Centers and oral interviews for the selection of 23 law enforcement positions, including chiefs, deputy chiefs, 24 sergeants, and lieutenants and he served as an Instructor in 25 the Police Staff and Command Program at Northwestern 26 University; and 27 WHEREAS, Chief Schira is affiliated with the Northern 28 Illinois University Chapter of Pi Alpha Alpha National Honor 29 Society for Public Administration, the American Society for 30 Industrial Security, the Administration and Organization 31 Subcommittee of the Long Range Planning Committee of the -2- LRB9000864CBcb 1 Illinois Law Enforcement Training Standards Board, the West 2 Suburban Police Chiefs Association, and the Northwest Police 3 Academy; and 4 WHEREAS, He is a past-president of the DuPage County 5 Chiefs of Police Association, the Greater Cook County Council 6 of Police Chiefs, and the Bloomingdale Chamber of Commerce; 7 and 8 WHEREAS, A member of the Illinois Association of Chiefs 9 of Police since 1983, Gary Schira served as a member of the 10 Executive Board from 1989 to 1993; he has served as the 11 Illinois delegate to the State Association of Chiefs of 12 Police Division of the International Association of Chiefs of 13 Police from 1993 to the present and as a member of the 14 Executive Committee and the Financial Review Committee of the 15 International Association of Chiefs of Police from 1996 to 16 the present; and 17 WHEREAS, He was appointed as statutory member of the 18 Violent Crimes Commission by Attorney General Jim Ryan and as 19 a member of the Illinois Law Enforcement Training Standards 20 Board by Governor Jim Edgar; and 21 WHEREAS, Chief Gary Schira received the Otto Brey Award 22 for Leadership and Scholastic Achievement from the Traffic 23 Institute of Northwestern University and the Scholastic 24 Achievement Award in the Criminal Justice Management Program 25 at Aurora University; and 26 WHEREAS, Chief Schira and his wife Mariann are the loving 27 parents of two children, Marie and Doug; and 28 WHEREAS, Chief Schira's leadership and dedication have 29 earned him the respect of all who have had the privilege of 30 knowing him; therefore, be it 31 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE -3- LRB9000864CBcb 1 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 2 congratulate Chief Gary Schira on his installation as 3 president of the Illinois Association of Chiefs of Police and 4 extend to him our sincere best wishes for the future; and be 5 it further 6 RESOLVED, That a suitable copy of this resolution be 7 presented to him as an expression of our respect and esteem.
