90_HR0009 LRB9001391REmb 1 HOUSE RESOLUTION 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 3 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the 4 Rules of the House of Representatives of the Ninetieth 5 General Assembly are amended by changing Rule 53 as follows: 6 53. Written Statements. 7 (a) Any member may submit a written statement regarding 8 any bill, resolution, or floor amendment considered by the 9 House, by submitting that statement to the Clerk within one 10 legislative day after the day on which the bill, resolution, 11 or floor amendment to which the comments relate was 12 considered by the House. The Clerk shall affix a time stamp 13 to each statement indicating the date on which the statement 14 was submitted. Each statement shall indicate the member or 15 members on whose behalf the statement is submitted, the bill, 16 resolution, or floor amendment to which it applies, and the 17 person who actually submits the statement to the Clerk. Each 18 statement shall comply with standards as may be established 19 by the Clerk with the approval of the Speaker. The standards 20 established by the Clerk, however, shall not relate to the 21 contents of the written statement. The Clerk shall maintain 22 statements that comply with this Rule and established 23 standards in files for each bill and resolution. A statement 24 is not considered filed until the Clerk has determined that 25 it complies with this Rule and established standards. The 26 Clerk shall notify the member or members on whose behalf a 27 statement was submitted if the statement is determined not to 28 comply. Statements filed under this Rule shall be considered 29 part of the transcript and made available to the public. 30 (b) No written statement or written response may be 31 filed if it includes the name of another member unless (i) 32 the Clerk delivers a copy of the statement or response to the 33 other member and (ii) the other member is given until 6:00 -2- LRB9001391REmb 1 p.m. on the second legislative day following the day the 2 other member receives the copy of the statement or response 3 to file with the Clerk a written response to the statement or 4 response. Responses shall be kept in the same file as the 5 statement. Written responses shall comply with the same 6 requirements of this Rule that apply to statements. 7 (c)(b)This Rule may be suspended only by the 8 affirmative vote of 71 members elected.
