 1                          HOUSE RESOLUTION
 2        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 3    NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
 4    Rules  of  the  House  of  Representatives  of  the Ninetieth
 5    General Assembly are amended by changing Rule 28 as follows:
 6        28.  Sessions of the House.
 7        (a)  The House is in  session  whenever  it  convenes  in
 8    perfunctory   session,  regular  session,  veto  session,  or
 9    special session.  Members are entitled to  per  diem  expense
10    reimbursements  only  on  those  regular,  veto,  and special
11    session days that  they  are  in  attendance  at  the  House.
12    However,   no   allowance  for  food  and  lodging  while  in
13    attendance at sessions is  authorized  for  periods  of  time
14    after  the  last day in May of each calendar year, except (i)
15    if the General Assembly is convened  in  special  session  by
16    either the Governor or the presiding officers of both houses,
17    as  provided  by subsection (b) of Section 5 of Article IV of
18    the Illinois Constitution or (ii) if the General Assembly  is
19    convened  to  consider bills vetoed, item vetoed, reduced, or
20    returned with specific  recommendations  for  change  by  the
21    Governor  as  provided  in  Section  9  of  Article IV of the
22    Illinois Constitution. Attendance by members is not  required
23    or recorded on perfunctory session days.
24        (b)  Regular  and  veto  session  days shall be scheduled
25    with notice by the Speaker under Rule 9. Special session days
26    shall be scheduled in accordance with  the  Constitution  and
27    laws of Illinois.
28        (c)  The  Speaker  may  schedule perfunctory session days
29    during which the Clerk may read into  the  House  record  any
30    legislative measure. Committees may meet and may consider and
31    act  upon  legislative  measures during a perfunctory session
32    day, and the Clerk may receive  and  read  committee  reports
33    into  the  House record during a perfunctory day.  Except for

 1    automatic referral under these Rules, no further  action  may
 2    be  taken  by the House with respect to a legislative measure
 3    during a perfunctory session day.
