Amend House Resolution 96 on page 1, 3 by replacing lines 2 through 31 with the following: 4 "WHEREAS, The extension of taxes for a taxing district 5 located in more than one county can create an inequity for 6 the property owners in that district if the burden of 7 taxation is not fairly apportioned; and 8 WHEREAS, The inequity occurs because the property in the 9 taxing district is assessed by more than one county; and 10 WHEREAS, The Constitution of the State of Illinois 11 provides that the General Assembly may provide by law for 12 fair apportionment of the burden of taxation of property 13 situated in taxing districts that lie in more than one 14 county; and 15 WHEREAS, A study into overlapping taxing districts needs 16 to be initiated as soon as possible to alleviate this 17 inequity; and 18 WHEREAS, A task force would be able to take time and 19 facilitate the necessary research to look into the problem of 20 overlapping taxing districts; therefore, be it -2- LRB9005459DNmbam01 1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 2 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 3 there is created the Overlapping Taxing District Task Force 4 consisting of 8 members: 4 to be appointed by the Speaker of 5 the House of Representatives, and 4 to be appointed by the 6 Minority Leader of the House of Representatives; in addition, 7 the Task Force shall include, as non-voting members, 4 8 members of the Illinois County Assessment Officers 9 Association to be appointed by the President of the Illinois 10 County Assessment Officers Association, 4 members of the 11 Illinois Association of County Clerks and Recorders to be 12 appointed by the President of the Illinois Association of 13 County Clerks and Recorders, and a member designated by the 14 Director of Revenue; and be it further 15 RESOLVED, that the Task Force shall meet initially at the 16 call of the Speaker of the House of Representatives, shall 17 select one member as chairperson at its initial meeting, 18 shall thereafter meet at the call of the chairperson, shall 19 hold public hearings, shall receive the assistance of 20 legislative staff, shall solicit the assistance of the 21 Department of Revenue, and shall report its findings and 22 recommendations on how to correct the problem of overlapping 23 taxing districts to the House of Representatives by January 24 1, 1998; and that upon reporting to the House of 25 Representatives, the Task Force shall be dissolved; and be it 26 further 27 RESOLVED, that suitable copies of this resolution be 28 presented to the Speaker of the House of Representatives, the 29 Minority Leader of the House of Representatives, the Director 30 of Revenue, the President of the Illinois County Assessment 31 Officers Association, and the President of the Illinois 32 Association of County Clerks and Recorders."; and 33 by deleting page 2.
