1 HOUSE RESOLUTION
2 WHEREAS, The Little Timber Limited Liability Company has
3 recently obtained registration from the Illinois Department
4 of Agriculture for a livestock waste lagoon ("lagoon") in
5 the Carthage Township of Hancock County; and
6 WHEREAS, The site of the proposed lagoon is located near
7 an occupied non-farm residence and in the area of the Lamoine
8 River watershed; and
9 WHEREAS, The proposed lagoon is located above a sandy
10 berm and the Little Timber Limited Liability Company has
11 begun construction of the facility without implementing
12 compaction measures; and
13 WHEREAS, This Body and the public have a growing concern
14 about the environmental quality of livestock waste lagoons
15 that may affect area residents because of improper
16 groundwater protections; therefore, be it
17 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINTIETH
18 GENERAL ASSEMBLY, that we respectfully request that the
19 Governor appoint a panel, independent from the Department of
20 Agriculture, to review the propriety of the continued
21 construction and future operation of the lagoon owned by the
22 Little Timber Limited Liability Company; and be it further
23 RESOLVED, That the panel shall be composed of 3 members
24 to be appointed by the Governor; the panel shall consider, at
25 a minimum, the findings of the Illinois Department of
26 Agriculture, the Illinois Environmental Protection Agency,
27 and residents in the area surrounding the site of the
28 proposed lagoon; and be it further
29 RESOLVED, That the panel shall report its conclusions and
30 recommendations to the Governor and the General Assembly
31 before May 15, 1997; and be it further

1 RESOLVED, That a suitable copy of this resolution be
2 forwarded to the Governor and to the Little Timber Limited
3 Liability Company.
