90_HR0148 LRB9005542KBkbB 1 HOUSE RESOLUTION 2 WHEREAS, The State of Illinois is engaged in a lawsuit 3 against the tobacco industry to recover some of the costs 4 borne by taxpayers in treating smoking-related illnesses and 5 has requested damages be awarded to the State of Illinois; 6 and 7 WHEREAS, It is critically important to find ways to help 8 beneficiaries of publicly-financed health care programs; and 9 WHEREAS, The United States Agency for Health Care Policy 10 and Research, in collaboration with the United States Centers 11 for Disease Control and Prevention, has developed smoking 12 cessation guidelines which include a finding that "nicotine 13 replacement therapy, clinician-delivered social support, and 14 skills training are particularly effective components of 15 smoking cessation treatment"; and 16 WHEREAS, Nicotine replacement therapy is not currently 17 covered by this State's Medicaid program; therefore, be it 18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 19 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the 20 Illinois Department of Public Aid should develop a 21 recommendation for using a portion of the proceeds derived 22 from lawsuits and litigation against the tobacco industry to 23 pay for smoking cessation products, including nicotine drug 24 replacement therapy, which are made available along with 25 clinician-delivered support, for use in the Medicaid program.
