1 HOUSE RESOLUTION
2 WHEREAS, The provision of utility services affects all
3 Illinois citizens; and
4 WHEREAS, The expansion of public utilities into
5 businesses other than the providing of utility services is
6 likely to affect the availability of utility services and
7 other goods and services to the citizens of this State;
8 therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11 respectfully request the Illinois Commerce Commission to
12 study the effects on public utilities, customers of public
13 utilities, the provision of public utility services, and the
14 prices for public utility services which are likely to result
15 from public utilities engaging in the provision of
16 non-utility services, methods of reimbursement of subsidized
17 costs, and the potential risk to rate-payers who have paid
18 for the cost, support, or equipment provided to the
19 non-utility business activities; and be it further
20 RESOLVED, That the Commission may take into consideration
21 the views of all interested and potentially affected parties;
22 and be it further
23 RESOLVED, That the Commission shall complete its study
24 and report its findings and recommendations to the Governor
25 and General Assembly no later than January 1, 1998; and be it
26 further
27 RESOLVED, That a suitable copy of this Resolution be
28 delivered to the Executive Director and each member of the
29 Illinois Commerce Commission.
