90_HR0183 LRB9005835CBcb 1 HOUSE RESOLUTION 2 WHEREAS, When a pregnant woman drinks an alcoholic 3 beverage, alcohol crosses the placenta into the blood stream 4 of the fetus; and 5 WHEREAS, Drinking even small amounts of alcohol during 6 pregnancy can affect the delicate and developing system of 7 the fetus negatively; and 8 WHEREAS, Studies show that many babies born to women who 9 drink alcoholic beverages have a definite pattern of 10 physical, mental, and behavorial abnormalities that are known 11 as fetal alcohol syndrome; and 12 WHEREAS, Fetal alcohol syndrome is the leading known 13 cause of mental retardation today; and 14 WHEREAS, Fetal alcohol syndrome is a 100% preventable 15 disorder that affects one in every 500 live births; and 16 WHEREAS, Retailers selling alcoholic beverages can help 17 raise awareness of fetal alcohol syndrome; therefore, be it 18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 19 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 20 retailers selling alcoholic beverages on the premises shall 21 post, in a conspicuous location, a sign that clearly reads: 22 "Drinking during pregnancy can cause birth defects and mental 23 retardation" and also include an illustration occupying not 24 less than half the sign, illustrating a pregnant woman and 25 the international red "prohibited" symbol over an alcoholic 26 beverage.
