90_HR0227 LRB9006919JMmb 1 HOUSE RESOLUTION 2 WHEREAS, The safe and efficient operation of prisons in 3 Illinois is a complex matter, especially when the prisoner 4 population increases at the same time the public demands the 5 most economical use of its tax revenues; and 6 WHEREAS, The Department of Corrections currently requires 7 prison guards to work extensive overtime and compensates them 8 at a rate of time-and-a-half for that overtime; and 9 WHEREAS, Questions have arisen as to whether an 10 over-worked guard force can perform effectively and whether 11 hiring additional guards would be more cost-effective than 12 paying large overtime amounts to a smaller guard force; 13 therefore be it 14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 15 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the 16 Auditor General study the overtime policies and practices of 17 the Department of Corrections in its employment of prison 18 guards; and be it further 19 RESOLVED, That the Auditor General's study include, but 20 need not be limited to, a consideration of the quality of 21 security provided by a guard force operating under this 22 overtime system, the budgetary decisions that led to the 23 current level of overtime employment, and the 24 cost-effectiveness of this level of overtime employment 25 compared to alternative solutions to the increased demand for 26 guards at Illinois prisons; and be it further 27 RESOLVED, That the Auditor General report his findings as 28 expeditiously as possible; and be it further 29 RESOLVED, That a copy of this resolution be transmitted 30 to the Auditor General.
