90_HR0248 LRB9007421MWpc 1 HOUSE RESOLUTION 2 WHEREAS, Representative John LaFalce of New York has 3 introduced H.R. 2481, entitled "A Bill To Amend Section 110 4 of the Illegal Immigration Reform and Immigrant 5 Responsibility Act", to exempt Canadians from the negative 6 impact on them resulting from Section 110 of the Act; and 7 WHEREAS, Section 110, as it is now enacted, will require 8 Canadian nationals to submit to a record of arrival in and 9 departure from the United States each time they travel here; 10 and 11 WHEREAS, In 1996, there were more than 116,000,000 12 entries into the United States by land from Canada; and 13 WHEREAS, More than $1,000,000,000 worth of goods and 14 services trade crosses the border between the United States 15 and Canada daily; and 16 WHEREAS, Implementing the entry and exit procedures 17 required by Section 110 would create hours of delay for 18 traffic at the border given the limited numbers of staff 19 available for processing; and 20 WHEREAS, These delays will discourage commerce and travel 21 between the State of Illinois and Canada; and 22 WHEREAS, Exemption of Canadian nationals from the 23 reporting requirements imposed by Section 110 will avoid 24 these problems; therefore be it 25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 26 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, That we 27 urge the United States Congress to pass H.R. 2481 to amend 28 Section 110 of the Illegal Immigration Reform and Immigrant 29 Responsibility Act; and be it further 30 RESOLVED, That suitable copies of this resolution be -2- LRB9007421MWpc 1 delivered to the President pro tempore of the United States 2 Senate, the Speaker of the United States House of 3 Representatives, and each member of the Illinois 4 congressional delegation.
