1 HOUSE RESOLUTION
2 WHEREAS, The use of a product known as exterior
3 insulation and finishing system ("EIFS", also referred to as
4 "sythetic stucco"), has been deemed throughout the country to
5 cause substantial damage to residential and light building
6 construction including wooden decay and rot to the framing
7 structure; and
8 WHEREAS, Numerous class action lawsuits have been filed
9 on behalf of property owners relating to the use of this
10 product; and
11 WHEREAS, Individual states and Canada have already taken
12 action regarding the use of EIFS as well as the International
13 Conference of Building Officials (ICBO) and Building
14 Officials Code Administration (BOCA); and
15 WHEREAS, Individual insurance companies have served
16 notice that they will not insure EIFS; and
17 WHEREAS, Individual banks have served notice that they
18 will not accept loans for homes constructed using synthetic
19 stucco; and
20 WHEREAS, Complaints concerning the use of EIFS in homes
21 in Illinois are now being voiced; therefore, be it
22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
23 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
24 urge municipalities throughout the State to be aware of the
25 ongoing debate concerning EIFS and the potential detriment
26 and liability such methods can have on the construction
27 industry and private home owners and review their individual
28 building requirements accordingly.
