 1                          HOUSE RESOLUTION
 2        WHEREAS, Dogs and cats give companionship  to  and  share
 3    the  homes  of  over  50,000,000  individuals  in  the United
 4    States; and
 5        WHEREAS, Two unaltered cats and their kittens can produce
 6    420,000 more cats in seven years and two unaltered  dogs  and
 7    their puppies can produce 67,000 more dogs in six years; and
 8        WHEREAS,  Humane societies and shelters euthanize 8 to 10
 9    million dogs and cats each year, although many  of  them  are
10    healthy  and  adoptable,  simply because there are not enough
11    good homes; and
12        WHEREAS, The problem of companion animal  overpopulations
13    costs  the  taxpayers  of  this  country  millions of dollars
14    annually through animal control programs aimed at coping with
15    the millions of unwanted dogs and cats; and
16        WHEREAS, Spaying and neutering dogs  and  cats  has  been
17    shown to drastically reduce dog and cat overpopulation; and
18        WHEREAS,  Veterinarians,  humane  societies, and national
19    and local animal protection organizations worked together  to
20    ensure the spaying or neutering of more than 78,000 companion
21    animals through "Spay Day USA" in 1997; and
22        WHEREAS,  Veterinarians,  humane  societies, and national
23    and  local  animal  protection  organizations   have   joined
24    together  again  to  advocate  the  spaying  and neutering of
25    companion animals during "Prevent  A  Litter  Month"  and  on
26    "Spay Day USA 1998"; therefore, be it
27        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
28    NINETIETH GENERAL ASSEMBLY OF THE  STATE  OF  ILLINOIS,  that
29    February  1998  is hereby designated "Prevent A Litter Month"
30    and February 24, 1998  is  designated  "Spay  Day  USA";  the

 1    Illinois  General  Assembly  is  authorized  and requested to
 2    issue a proclamation calling upon the people of the State  of
 3    Illinois  to observe the day by having their own dogs or cats
 4    spayed or neutered or by sponsoring the spaying or  neutering
 5    of another person's dog or cat.
