90_HR0406 LRB9011979CBcb 1 HOUSE RESOLUTION 2 WHEREAS, The members of this Body are proud to 3 acknowledge the outstanding and dedicated individuals who 4 have made a significant contribution to ensuring civil order 5 and safe communities for Illinois citizens; and 6 WHEREAS, Larry D. Drager of Chatham, Illinois, has served 7 for nearly twenty-eight years as a sworn officer in the 8 Illinois State Police; and 9 WHEREAS, Larry D. Drager entered the Illinois State 10 Police Academy on July 6, 1970 and began his assignment as a 11 trooper in District 9 serving the Morgan and Scott County 12 area; and 13 WHEREAS, Larry D. Drager rose through the ranks of 14 Corporal on July 1, 1975, Sergeant on July 16, 1977, 15 Lieutenant on July 1, 1979, Captain on July 16, 1982, Major 16 on December 8, 1989, Lieutenant Colonel on June 1, 1993, and 17 Colonel on March 1, 1994; and 18 WHEREAS, Larry D. Drager served under four Illinois 19 Governors and seven Illinois State Police Superintendents and 20 Directors and held positions in the Divisions of 21 Administration, Forensic Services, and Operations for the 22 Illinois State Police; and 23 WHEREAS, Larry D. Drager, a graduate of MacMurray College 24 where he earned a degree in Economics and Business 25 Administration in 1969; graduated from Northwestern 26 University Staff and Command College in 1976; graduated from 27 Southern Police Institute in 1978; completed the Executive 28 Management Course at Duke University in 1992; he also 29 completed numerous training seminars and courses on various 30 law enforcement and management related topics; and 31 WHEREAS, Larry D. Drager has been affiliated with the -2- LRB9011979CBcb 1 Illinois Association of Chiefs of Police, the Illinois Police 2 Association, and the Police Executive Research Forum; and 3 WHEREAS, Larry D. Drager provided assistance and 4 direction in six presidential security details for United 5 States Presidents Nixon, Ford, Bush, Reagan, Carter, and 6 Clinton, as well as, presidential candidates Dole and Kemp; 7 and 8 WHEREAS, Larry D. Drager was awarded the Illinois State 9 Police Department Meritorious Service Award for his 10 leadership and outstanding contribution to the success of the 11 first Management by Objectives program on July 15, 1982; and 12 WHEREAS, Larry D. Drager was awarded the Illinois State 13 Police Department Award for Achievement in recognition of his 14 vital contributions to the conceiving and developing of the 15 financial, logistical, and staffing aspects of the plan for 16 the Illinois State Police Forensic Science Center at Chicago 17 on October 7, 1996; and 18 WHEREAS, Colonel Drager and his wife Linda have raised 19 two compassionate and caring sons: Lane Edward Drager, an 20 Environmental Engineer with the Illinois Environmental 21 Protection Agency, and Timothy Lawrence Drager, a Criminal 22 Intelligence Analyst in the Central Resource Support Center 23 for the Illinois State Police; and 24 WHEREAS, Colonel Drager's outstanding leadership and 25 dedication has earned him the respect of those who have had 26 the privilege of working with and for him and he has 27 demonstrated what it truly means to be an honorable and 28 principled man; and 29 WHEREAS, Colonel Drager has exemplified the qualities of 30 integrity, service, and pride, which is the motto of every 31 honorable State police officer; therefore, be it -3- LRB9011979CBcb 1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 2 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 3 congratulate Colonel Larry D. Drager on his retirement from 4 the Illinois State Police on March 1, 1998 and extend to him 5 and his family our sincere best wishes for a long and 6 enjoyable retirement; and be it further 7 RESOLVED, That a copy of this resolution be presented to 8 Colonel Drager as an expression of our respect, esteem, and 9 sincere gratitude for his service to the people of the State 10 of Illinois.
