90_HR0422 LRB9012022JMmbA 1 HOUSE RESOLUTION 2 WHEREAS, Within the year, the United States Postal 3 Service will issue medical research awareness stamps, special 4 first-class postage stamps authorized by federal law; and 5 WHEREAS, The medical research awareness stamps will be 6 sold at a price several cents higher than standard 7 first-class stamps, and the National Institutes of Health and 8 the Department of Defense will receive the extra revenue; and 9 WHEREAS, The stamp is an innovative method to encourage 10 and assist individuals to make voluntary cancer research 11 donations, and if successful, the program may be expanded to 12 promote contributions to other laudable efforts; and 13 WHEREAS, As a postal patron, the State of Illinois uses 14 its tax revenues to purchase postal services, including 15 first-class stamps, and is not authorized by its citizens to 16 contribute their tax dollars to laudable medical research or 17 any other endeavor they may support privately; therefore, be 18 it 19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 20 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that in 21 the interest of protecting the integrity of taxpayers' 22 dollars, we urge all State officers and agencies, when 23 spending State funds, to forego the purchase of stamps and 24 any other postal products or services that are linked to 25 special projects unrelated to postal services and the price 26 of which exceeds the actual value of the goods or services 27 provided.
