WHEREAS, The availability of health insurance coverage is

obtain quality health care coverage because of loss of group
   insurance; and
WHEREAS, In response to the needs of millions of people
throughout the United States, the federal government enacted
in 1996 the federal Health Insurance Portability and

health care coverage without pre-existing conditions; and
WHEREAS, The Illinois General Assembly passed legislation
enabling the Comprehensive Health Insurance Plan (CHIP) to be
considered the acceptable alternative mechanism for

   HIPAA; and
WHEREAS, CHIP has provided health insurance coverage to
nearly 15,000 Illinoisans who otherwise would have gone
   uninsured; and
WHEREAS, CHIP, as the acceptable alternative mechanism
for individual coverage under HIPAA, has distinguished itself
among all of the states as the model for enrollment
development and program execution, fulfilling the mandate of
the Federal government in allowing health insurance
portability coverage without regard to preexisting conditions
   to federally eligible individuals; and
WHEREAS, It is the primary objective of CHIP to provide
all Illinois citizens with a "freedom from fear" of not being
