 1                          HOUSE RESOLUTION
 2        WHEREAS, The Illinois House of Representatives wishes  to
 3    commend  Cannon Hygiene Ltd. and their representative, Angela
 4    Giddings, for their entry into the Illinois market to provide
 5    an  important  public  health  service  to  the  citizens  of
 6    Illinois; and
 7        WHEREAS, Cannon Hygiene is a worldwide company  based  in
 8    England   with   over  1000  employees;  the  company  serves
 9    locations throughout the world, including  France,  Portugal,
10    South  Africa,  Spain,  New  Zealand, Japan, Canada, and many
11    other countries; the company  services  entities  around  the
12    globe   such  as  the  Eiffel  Tower,  the  British  Embassy,
13    Buckingham Palace, Heathrow Airport, Jaguar Auto, Shell, Bank
14    of America, Nestle, and Esso; and
15        WHEREAS, In 1955 Cannon  Hygiene  created  a  service  in
16    England  designed  to  safely  and  hygienically  dispose  of
17    feminine  hygiene products in ladies washrooms; the company's
18    goal  is  to  improve  and  maintain  high  quality   hygiene
19    standards in washrooms, protecting users and personnel and to
20    meet all environmental and public health requirements; Cannon
21    Hygiene's  worldwide  reputation and growth is a testament to
22    success of that goal; and
23        WHEREAS, Cannon Hygiene  has  selected  Illinois  as  its
24    initial entry into the United States and is currently serving
25    a  multitude  of  businesses in the State, including Allstate
26    Insurance, the  Ambassador  Hotels,  Ashland  Chemicals,  the
27    Grayslake  Post Office, Lawry's The Prime Rib, Moen Inc., and
28    the Regal  Knickerbocker  Hotel;  Cannon  Hygiene  brings  to
29    Illinois  its  demonstrated  commitment  to public health and
30    safety as it has successfully worldwide for  the  last  forty
31    years; therefore, be it
32        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE

 1    NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that  we
 2    commend  Cannon  Hygiene  for  its  choice of Illinois as its
 3    first U.S. market and welcome it as a fine  addition  to  the
 4    Illinois  business community and its beneficial affect on the
 5    environmental  safety  and  health  of  public  and   private
 6    buildings  and  workplaces;  we  look  forward  to a long and
 7    successful association with Cannon Hygiene and the  State  of
 8    Illinois; and be it further
 9        RESOLVED, That the danger of infectious disease and other
10    potential  health  hazards,  particularly  such  blood  borne
11    viruses as Hepatitis B and HIV, emanating from the inadequate
12    disposal  of  sanitary  hygiene  products  in both public and
13    workplace washrooms poses a threat  to  both  women  who  use
14    these facilities and maintenance personnel; and be it further
15        RESOLVED,  That  the  lack  of  any  disposal  process or
16    non-professionally maintained units may compromise the safety
17    of all those involved and place employers and building owners
18    in a position of liability; and be it further
19        RESOLVED, That the technology is available to ensure that
20    disposal of sanitary hygiene products is safe, efficient, and
21    cost effective; and be it further
22        RESOLVED, That the protection of the public health  is  a
23    concern to This Body; and be it further
24        RESOLVED,  That  we urge both public and private entities
25    to examine the need for proper and professional  disposal  of
26    sanitary  hygiene  products  in  a manner that safeguards the
27    health  and  safety  of  washroom   users   and   maintenance
28    personnel,  weighing  both  the  costs and benefits of such a
29    process; and be it further
30        RESOLVED, That a suitable  copy  of  this  resolution  be
31    presented  to  The  Governor of the State of Illinois and the
