 1                          HOUSE RESOLUTION
 2        WHEREAS, The  United  States  General  Accounting  Office
 3    issued  a  report  entitled,  "Proprietary  Schools; Millions
 4    Spent  to  Train  Students  for  Oversupplied   Occupations",
 5    claiming that an oversupply of cosmetologists exists; and
 6        WHEREAS, In reality, a serious shortage of cosmetologists
 7    exists; hundreds of job opportunities in salons are not being
 8    filled,  which  has  resulted  in  salon clients being turned
 9    away; and
10        WHEREAS, While compiling data for the report, the General
11    Accounting Office did not  talk  to  anyone  in  the  private
12    sector,  including salon owners, trade schools, and state and
13    national associations; and
14        WHEREAS, The  report  used  statistics  from  state-level
15    labor market data, which are inaccurate because employers and
16    job seekers do not use unemployment offices, employees rarely
17    use  Labor  Department  offices,  and  employers  use  direct
18    marketing and classified advertisements instead; and
19        WHEREAS,  In  counting available places for job openings,
20    the General Accounting Office incorrectly counted each  chain
21    of  stores  as  only  one entity, when each of their multiple
22    locations should be counted as a separate  retail  outlet  to
23    more  accurately  reflect  the  need to fill the multitude of
24    openings that are immediately available; therefore, be it
25        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
26    NINETIETH  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
27    urge the U.S. Congress to insure that federal  financial  aid
28    assistance  continues  for  cosmetology  training;  and be it
29    further
30        RESOLVED, That suitable  copies  of  this  resolution  be
31    delivered  to  the  President pro tempore of the U.S. Senate,

 1    the Speaker of the U.S. House of  Representatives,  and  each
 2    member of the Illinois congressional delegation.
