1 HOUSE RESOLUTION
2 WHEREAS, This Illinois House of Representatives has
3 learned with somewhat mixed emotions that one of the true
4 giants in the field of public broadcasting has announced
5 plans to retire in June 1998; and
6 WHEREAS, This House has always admired the contributions
7 that Mr. Bill McCarter has made as President and Chief
8 Executive Officer of first WTTW and later its parent company
9 Window To The World Communications Inc.; and
10 WHEREAS, The time has now come to pause and take due note
11 of Mr. McCarter's role in making WTTW-TV the most watched
12 public television station in the United States, his work to
13 create the Chicago Production Center and development of the
14 innovative WTTW Stores of Knowledge; and
15 WHEREAS, Mr. McCarter brought the skills he honed in
16 Philadelphia, New York, and Washington to Chicago 26 years
17 ago to develop programming like "Illinois LawMakers", Chicago
18 Week in Review, Image Union, Kup's Show, and the WTTW
19 Journal; and
20 WHEREAS, Under Mr. McCarthy's leadership, WTTW-TV and
21 WFMT-FM have received 12 Peabody Awards, 5 DuPont Columbia
22 Journalism Awards, 150 regional Emmy Awards, 5 CINE Golden
23 Eagle Awards, and the 1991 Marconi Award for the Best
24 Classical Music Station in the Nation; therefore, be it
25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
26 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that Mr.
27 Bill McCarter be commended and congratulated for his many
28 years of community service and his outstanding contributions
29 to broadcasting on the local, State, and national level; and
30 be it further
31 RESOLVED, That a suitable copy of this resolution be

1 presented to Mr. Bill McCarter as an expression of our
2 appreciation and esteem.
