1 HOUSE RESOLUTION
2 WHEREAS, The General Assembly must remain knowledgeable
3 about changing conditions in the economy of health care; and
4 WHEREAS, The General Assembly has assigned responsibility
5 for reviewing health care capital expenditures to the
6 Illinois Health Facilities Planning Board; and
7 WHEREAS, The assignment of responsibility occurred when
8 substantial new health care capital investments were being
9 made; and
10 WHEREAS, The purpose was to protect consumers and third
11 party payors from unnecessary charges; and
12 WHEREAS, The health care economy today is characterized
13 by extraordinary consolidation, much of which has taken the
14 form of creation and expansion of health care facilities with
15 multiple hospital and long term care institutions; and
16 WHEREAS, Such consolidation often must deal with
17 charitable endowments and community-related resources
18 accumulated over many years with express evidence of intent
19 that such endowments and resources be used for local
20 community health needs; and
21 WHEREAS, In consolidations, the focus of decision-making
22 often may move from the community to regional control; and
23 WHEREAS, Protection of the intent of endowment
24 contributors is essential to charity giving in the future;
25 therefore be it
26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
28 House of Representatives would be well served if the Illinois
29 Health Facilities Planning Board analyzed the forces for
30 consolidation, the conditions likely to result, their effect

1 on access, the quality and cost of health care, and their
2 impact on contributions of an eleemosynary nature; and be it
3 further
4 RESOLVED, That the House of Representatives requests the
5 Illinois Health Facilities Planning Board to conduct this
6 study on health facilities consolidation and report its
7 findings to the House of Representatives no later than March
8 1, 1999; and be it further
9 RESOLVED, That a suitable copy of this resolution be
10 delivered to the Chairman of the Illinois Health Facilities
11 Planning Board.
