90_HR0662 LRB9013595NTmb 1 HOUSE RESOLUTION 2 WHEREAS, It is the educational and economic policy of 3 this State to move regional and local area institutions 4 towards self-reliance and local responsibility and control; 5 and 6 WHEREAS, The former State Community College was formed as 7 an experimental college to meet the needs of the East St. 8 Louis area for technical and college preparation for its 9 citizens; and 10 WHEREAS, State Community College was abolished on July 1, 11 1996, and was replaced on that date with a new permanent 12 class II community college district that inherited many of 13 the financing and operating problems that State Community 14 College had experienced; and 15 WHEREAS, The new Metropolitan Community College, which 16 replaced State Community College in an attempt to correct its 17 problems, hired an inexperienced staff that inadequately 18 administered the financial affairs of Metropolitan Community 19 College and failed to develop a financial system acceptable 20 to the Illinois Community College Board; and 21 WHEREAS, Metropolitan Community College has been 22 accredited by the North Central Accrediting Association; and 23 WHEREAS, The major universities of Illinois have been 24 approached to intervene, supervise, train staff, and correct 25 any and all faulty operations of Metropolitan Community 26 College and recommend a plan to correct the problems of staff 27 training and the operational problems of Metropolitan 28 Community College; and 29 WHEREAS, The taxpayers of District 541 have expressed 30 their desire to support Metropolitan Community College by 31 paying taxes to support operations and education; as recently -2- LRB9013595NTmb 1 as November 1994, they voted to levy a tax to maintain and 2 operate Metropolitan Community College; and 3 WHEREAS, The Illinois Community College Board, on October 4 16, 1998, voted to dissolve Metropolitan Community College 5 effective January 1, 1999; and 6 WHEREAS, The Illinois Community College Board has placed 7 Metropolitan Community College Board in oversight and assumed 8 the day to day operations, including the hiring and firing of 9 all staff, of Metropolitan Community College; and 10 WHEREAS, Legislation has been proposed for introduction 11 in the current General Assembly prohibiting the Board from 12 dissolving Metropolitan Community College, by reserving that 13 power to only the General Assembly; therefore, be it 14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 15 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 16 there is created the Metropolitan Community College 17 Investigative Committee consisting of 2 members appointed by 18 the Speaker of the House and 1 member appointed by the 19 Minority Leader of the House; and be it further 20 RESOLVED, that the Committee shall investigate the 21 circumstances surrounding the dissolution of Metropolitan 22 Community College and shall report its findings to the House 23 by filing copies of its report with the Clerk of the House on 24 or before February 15, 1999; and, that upon filing its report 25 the Committee is dissolved; and be it further 26 RESOLVED, that we urge the Illinois Community College 27 Board to withdraw its decision to dissolve Metropolitan 28 Community College, effective January 1, 1999, pending action 29 by the Ninetieth General Assembly.
