 1                          HOUSE RESOLUTION
 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  wish to express their sincere condolences to
 4    the family and friends of Dr. Lucille Hudlin McClelland,  who
 5    passed away on October 31, 1998; and
 6        WHEREAS,  Dr.  McClelland  was the first African-American
 7    woman to be appointed dean at Southern Illinois University in
 8    Edwardsville; she  served  as  the  Dean  of  the  School  of
 9    Nursing; and
10        WHEREAS, Dr. McClelland was born in Hot Springs, Arkansas
11    on  May  31,  1920;  her  parents  were  Edward W. and Myrtle
12    Johnson Hudlin; at the age of 11 she moved with her family to
13    the St. Louis area; and
14        WHEREAS, Dr. McClelland received  her  B.S.  degree  from
15    Washington  University  in 1959; she received her M.S. degree
16    from St. Louis University in 1961 and her Ph.D. in 1967; and
17        WHEREAS, She married Norman Ross in 1945 and he  preceded
18    her  in death; she later married Charles McClelland, who also
19    preceded her in death; and
20        WHEREAS, Dr. McClelland served in a variety of  positions
21    before  becoming Dean, including: ward instructor at Bellevue
22    Hospital in New York City, nursing administrator at  Illinois
23    State  Hospital  in  Jacksonville, nursing consultant for the
24    Illinois Department  of  Mental  Health,  as  a  lecturer  in
25    education  for  St.  Louis  University;  and  as an associate
26    professor of nursing at Southern Illinois University; and
27        WHEREAS, Dr. McClelland was the author of a textbook  for
28    psychiatric  technicians  in  1967; she was the author of the
29    film script for  "The  Remotivation  Technique";  she  was  a
30    contributor to many articles for professional journals; after
31    her  retirement  from Southern Illinois University she opened

 1    the Center  for  Skills  Development,  providing  consulting,
 2    tutoring, and family counseling; and
 3        WHEREAS,  Dr. McClelland is survived by her six children,
 4    Margaret Wagner, Norman Ross, Myrtle  Dickson,  Vicki  Tyler,
 5    Lorna  Carter, and Anthony Ross; her brothers, Irving Hudlin,
 6    Edward Hudlin, Russel Hudlin, Sr., and  Richard  Hudlin;  her
 7    grandchildren,  great-grandhildren, nieces, nephews, and many
 8    other relatives and friends; therefore, be it
 9        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
10    NINETIETH  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11    extend to the family  and  friends  of  Dr.  McClelland,  our
12    sincere  sympathies and condolences at this time of loss; may
13    they find peace and comfort at this time; and be it further
14        RESOLVED, That a suitable  copy  of  this  resolution  be
15    presented to the family of Dr. Lucille Hudlin McClelland.
