 1                          HOUSE RESOLUTION
 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are pleased to honor people within the State
 4    that have proven themselves to be worthy of accolades; and
 5        WHEREAS, Irving Dillard of Collinsville, Illinois is  one
 6    such  individual;  on November 27, 1904, Mr. Dillard was born
 7    in Collinsville and began his journey in changing  the  world
 8    around him; and
 9        WHEREAS,  A  graduate  of  the  University of Illinois in
10    1927, Mr. Dillard went to work as  a  reporter  for  the  St.
11    Louis   Post-Dispatch,  later  becoming  the  editorial  page
12    editor; and
13        WHEREAS, Mr. Dillard was a champion of  civil  liberties,
14    specializing  in  constitutional  law  and the Supreme Court;
15    from the Great  Depression  era  to  the  days  of  President
16    Eisenhower,  Mr.  Dillard  was  the  author of many editorial
17    pieces for the newspaper; and
18        WHEREAS, After watching a train  that  was  blocking  the
19    tracks,  Mr.  Dillard  noticed  the word "inflammable" on the
20    side of a boxcar; deciding  that  the  word  was  being  used
21    incorrectly,  Mr. Dillard wrote an editorial piece that aided
22    in a decision being made by many railroad companies to change
23    the word to "flammable"; and
24        WHEREAS, Mr. Dillard took a leave of absence from the St.
25    Louis daily to serve in World War II under United States Army
26    General George Patton; Mr. Dillard was sent to Europe to work
27    with psychological warfare, then a new military tactic; after
28    the war ended, Mr. Dillard aided in a military effort to  set
29    up new newspaper plants in Germany; and
30        WHEREAS,  Mr.  Dillard  left  the  newspaper  in 1980; he
31    lectured in Europe and began teaching journalism  courses  at

 1    Princeton  University, where he taught for 10 years; while at
 2    Princeton he developed two new courses for the school;  after
 3    leaving  Princeton he was appointed the first Director of the
 4    Department on Aging for the State of Illinois; and
 5        WHEREAS, Mr. Dillard recently accomplished  another  goal
 6    when  he  bought the 153 year old Bonn House in Collinsville;
 7    Mr. Dillard's grandparents once occupied the home he has  now
 8    donated  to  the  city;  Mr.  Dillard is an environmentalist,
 9    picking up recyclable material around the city; and
10        WHEREAS, Mr. Dillard is someone the State of Illinois can
11    be proud to call one of our own; therefore, be it
12        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
13    NINETIETH  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14    thank Irving Dillard for his  hard  work  and  dedication  in
15    making Illinois a great place to live; and be it further
16        RESOLVED,  That  a  suitable  copy  of this resolution be
17    presented to Irving Dillard, along with our sincere regards.
