 1                          HOUSE RESOLUTION
 2        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 3    NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
 4    Rules  of  the  House  of  Representatives  of  the Ninetieth
 5    General Assembly are amended by changing Rule 43 as follows:
 6         (House Rule 43)
 7        43.  Changing Order of Business.
 8        (a)  Any order of business may be changed at any time  by
 9    the Speaker or Presiding Officer.
10        (b)  Any  order  of  business  may be changed at any time
11    upon the motion of any  member,  supported  by  5  additional
12    members,  if  the motion is adopted by an affirmative vote of
13    71 members elected.
14        (c)  This Rule may be suspended only by  the  affirmative
15    vote of 71 members elected.
16        (d)  Notwithstanding  any Rule to the contrary, if a bill
17    favorably reported  from  a  standing  committee  or  special
18    committee  has  remained  on  the order of Second Reading for
19    more than 15 calendar  days,  the  Speaker  shall,  upon  the
20    motion  of the Chairperson of the committee that reported the
21    bill,  joined  by at least one Member of the Minority Caucus,
22    or upon the  motion  of  the  Minority  Spokesperson  of  the
23    committee  that  reported  the  bill,  joined by at least one
24    Member of the Majority Caucus, if the motion is supported  by
25    an  affirmative vote of at least 60 Members, advance the bill
26    to the order of Third Reading and, on  the  next  legislative
27    day,  call the bill for a vote on the order of Third Reading.
28    Motions made pursuant to this Rule 43(d) may not be  referred
29    to  the  Rules Committee or any standing or special committee
30    and shall take precedence over  all  other  motions  and  all
31    other matters of business.
