 1                    AMENDMENT TO SENATE BILL 315
 2        AMENDMENT NO.     .  Amend Senate Bill 315 on page 1,  by
 3    replacing lines 1 and 2 with the following:
 4        "AN ACT in relation to emergency services."; and
 5    on page 1, by inserting after line 4 the following:
 6        "Section  1.   Short title.  This Act may be cited as the
 7    Water Rescue Act.
 8        Section 5.  Findings.  In so much as  police,  fire,  and
 9    emergency  medical  service  departments  are  recognized  as
10    necessary  public safety organizations, the State of Illinois
11    hereby recognizes the longstanding role and purpose of  those
12    persons   specially   trained   in   performing  surface  and
13    underwater rescue and recovery of persons and property within
14    the waterways of Illinois for the purpose  of  public  safety
15    and  accident  prevention.  For purposes of furthering public
16    safety and promoting safe use of Illinois waterways, this Act
17    has been created for the benefit of citizens and visitors  to
18    this State and its many communities.
19        Section  10.   Authorization.   Municipalities, counties,
20    and political subdivisions of this State  have  authority  to

 1    authorize,    fund,    and   continue   support   for   water
 2    rescue/recovery departments within  their  jurisdictions  for
 3    the purpose of the surface and underwater rescue and recovery
 4    of persons and property.
 5        Section    15.    Intergovernmental   agreements.    Such
 6    municipalities, counties, and political subdivisions  may  by
 7    intergovernmental agreement combine funding and authorization
 8    of such departments within a county if desired."; and
 9    on  page  1,  line  5, by replacing "Section 5" with "Section
10    50"; and
11    on page 2, after line 34, by inserting the following:
12        "Section 99.  Effective date.  This Section and  Sections
13    1, 5, 10, and 15 take effect upon becoming law.".
