 1                    AMENDMENT TO SENATE BILL 319
 2        AMENDMENT NO.     .  Amend Senate Bill 319  by  replacing
 3    the title with the following:
 4        "AN  ACT to amend the Department of Human Services Act by
 5    changing  Section 80-5."; and
 6    by replacing everything after the enacting  clause  with  the
 7    following:
 8        "Section  5.  The  Department  of  Human  Services Act is
 9    amended by changing Section 80-5 as follows:
10        (20 ILCS 1305/80-5)
11        Sec. 80-5. Task Force on Human Services Consolidation.
12        (a)  There is hereby established a Task  Force  on  Human
13    Services Consolidation.
14        (b)  The Task Force shall consist of 7 voting members, as
15    follows:  one  person  appointed  by  the Governor, who shall
16    serve as chair of the Task Force; 2 members appointed by  the
17    President  of  the  Senate, one of whom shall be designated a
18    vice chair at the time of appointment; one  member  appointed
19    by  the  Senate  Minority  Leader; 2 members appointed by the
20    Speaker of the House of Representatives, one of whom shall be
21    designated a vice chair at the time of appointment;  and  one

 1    member appointed by the House Minority Leader.
 2        Members  appointed  by  the  legislative leaders shall be
 3    appointed for the duration of the Task Force; in the event of
 4    a vacancy, the appointment to fill the vacancy shall be  made
 5    by  the legislative leader of the same house and party as the
 6    leader who made the original appointment.  The  Governor  may
 7    at  any time terminate the service of the person appointed by
 8    the Governor and reappoint a different  person  to  serve  as
 9    chair of the Task Force.
10        The  following  persons (or their designees) shall serve,
11    ex officio, as nonvoting  members  of  the  Task  Force:  the
12    Director  of  Public  Health, the Director of Public Aid, the
13    Director of Children and Family Services, the Director of the
14    Bureau of the Budget, and, until their offices are abolished,
15    the Director of Mental Health and Developmental Disabilities,
16    the Director of Rehabilitation Services, and the Director  of
17    Alcoholism  and Substance Abuse.  The Governor may appoint up
18    to 3 additional persons to serve as nonvoting members of  the
19    Task  Force; such persons shall be officers or employees of a
20    constitutional office or of a department  or  agency  of  the
21    executive branch.
22        The  Task  Force  may  begin to conduct business upon the
23    appointment of a majority of  the  voting  members.   If  the
24    chair  has  not been appointed but both vice chairs have been
25    appointed, the 2 vice chairs shall preside jointly.   If  the
26    chair has not been appointed and only one vice chair has been
27    appointed, that vice chair shall preside.
28        Members  shall  serve  without  compensation  but  may be
29    reimbursed for their expenses.
30        (c)  The Task Force shall  gather  information  and  make
31    recommendations  relating  to the planning, organization, and
32    implementation of human  services  consolidation.   The  Task
33    Force  shall  work to assure that the human services delivery
34    system meets and adheres to the goals of quality, efficiency,

 1    accountability,  and  financial   responsibility;   to   make
 2    recommendations  in  keeping  with those goals concerning the
 3    design, operation, and organizational structure  of  the  new
 4    Department  of Human Services; and to recommend any necessary
 5    implementing legislation.
 6        The Task Force shall monitor the implementation of  human
 7    service  program reorganization and shall study its effect on
 8    the delivery of services to the  citizens  of  Illinois.  The
 9    Task Force shall make recommendations to the Governor and the
10    General  Assembly  regarding  future  consolidation  of human
11    service programs and functions.
12        (d)  The Task Force shall:
13             (1)  review  and   make   recommendations   on   the
14        organizational  structure  of the new Department of Human
15        Services;
16             (2)  review  and  approve  plans   for   a   unified
17        electronic   management   and   intake   information  and
18        reporting system as provided in Section 1-25, and monitor
19        and guide the implementation of the system;
20             (3)  review  and   make   recommendations   on   the
21        consolidation or elimination of fragmented or duplicative
22        programs;
23             (4)  monitor and make recommendations on how best to
24        maximize future federal funding for the new Department of
25        Human  Services,  specifically including consideration of
26        any federal Medicaid, welfare, or block grant reform;
27             (5)  review and make recommendations  on  geographic
28        regionalization;
29             (6)  review  and make recommendations on development
30        of common intake and client confidentiality processes;
31             (7)  review  and  make  recommendations  to   foster
32        effective community-based privatization;
33             (8)  obtain  a management audit of the Department of
34        Children  and  Family  Services,  to  be  completed   and

 1        submitted  to  the Task Force no later than July 1, 1997;
 2        and
 3             (9)  review any other appropriate  matter  and  make
 4        recommendations  to  assure  a  high  quality, efficient,
 5        accountable, and financially responsible system  for  the
 6        delivery of human services to the people of Illinois.
 7        (e)  The  Task  Force  may  hire  any  necessary staff or
 8    consultants, enter into contracts, and make any  expenditures
 9    necessary  for  carrying  out  its  duties, all out of moneys
10    appropriated for that purpose.  Staff support services may be
11    provided to the Task Force by the Office of the Governor, the
12    agencies  of  State  government  directly  involved  in   the
13    reorganization   of  the  delivery  of  human  services,  and
14    appropriate legislative staff.
15        (f)  The Task Force may establish an  advisory  committee
16    to  ensure  maximum  public participation in the Task Force's
17    planning, organization, and  implementation  review  process.
18    If  established,  the advisory committee shall (1) advise and
19    assist the Task Force in its duties, (2) help the Task  Force
20    to  identify  issues of public concern, and (3) meet at least
21    quarterly.
22        (g)  The Task Force shall submit preliminary  reports  of
23    its  findings  and  recommendations  to  the Governor and the
24    General Assembly by February 1, 1997 and February 1, 1998 and
25    a final report by July 1,  1998  January  1,  1999.   It  may
26    submit other reports as it deems appropriate.
27        (h)  The Task Force is abolished on July 1, 1998 February
28    1, 1999.

30        Section  99.  Effective date.  This Act takes effect upon
31    becoming law.".
