      20 ILCS 1705/69 new
          Amends the Department of Mental Health and  Developmental
      Disabilities  Act  (short  title changed to Mental Health and
      Developmental Disabilities Administrative Act effective  July
      1,  1997).   Allows  the  Department  of  Human  Services  as
      successor   to   the   Department   of   Mental   Health  and
      Developmental  Disabilities   to   install   closed   circuit
      televisions  in  institutions  supervised  or operated by the
      Department  to  monitor  patients  in   those   institutions.
      Effective July 1, 1997.

 1        AN  ACT   to  amend  the  Department of Mental Health and
 2    Developmental Disabilities Act (short title changed to Mental
 3    Health  and  Developmental  Disabilities  Administrative  Act
 4    effective July 1, 1997) by adding Section 69.
 5        Be it enacted by the People of  the  State  of  Illinois,
 6    represented in the General Assembly:
 7        Section   5.    The   Department  of  Mental  Health  and
 8    Developmental Disabilities  Act    (short  title  changed  to
 9    Mental  Health  and Developmental Disabilities Administrative
10    Act effective July 1, 1997) is amended by adding  Section  69
11    as follows:
12        (20 ILCS 1705/69 new)
13        Sec.  69.   Monitoring by closed circuit television.  The
14    Department of Human Services as successor to  the  Department
15    of  Mental  Health and Developmental Disabilities may install
16    closed circuit televisions in  quiet  rooms  in  institutions
17    supervised  or operated by the Department to monitor patients
18    in those quiet  rooms.  Nothing  in  this  Section  shall  be
19    construed   to   supersede  or  interfere  with  any  current
20    provisions   in   the   Mental   Health   and   Developmental
21    Disabilities Code concerning the observation  and  monitoring
22    of patients.
23        Section  99.   Effective  date.  This Act takes effect on
24    July 1, 1997.
