 1                    AMENDMENT TO SENATE BILL 479
 2        AMENDMENT NO.     .  Amend Senate Bill 479  by  replacing
 3    the title with the following:
 4        "AN  ACT  to  amend  the Illinois Lottery Law by changing
 5    Section 3 and adding Section 15.1."; and
 6    by replacing everything after the enacting  clause  with  the
 7    following:
 8        "Section  5.   The  Illinois  Lottery  Law  is amended by
 9    changing Section 3 and adding Section 15.1 as follows:
10        (20 ILCS 1605/3) (from Ch. 120, par. 1153)
11        Sec. 3.  For the purposes of this Act:
12        a.  "Lottery" or "State Lottery"  means  the  lottery  or
13    lotteries established and operated pursuant to this Act.
14        b.   "Board"  means  the Lottery Control Board created by
15    this Act.
16        c.  "Department" means the Department of the Lottery.
17        d.  "Director" means the Director of  the  Department  of
18    the Lottery.
19        e.   "Chairman" means the Chairman of the Lottery Control
20    Board.
21        f.  "Multi-state  game  directors"  means  such  persons,

 1    including  the  Director of the Department of the Lottery, as
 2    may be designated by an agreement between the  Department  of
 3    the  Lottery  and  one  or more additional lotteries operated
 4    under the laws of another state or states.
 5        "Vending machine" means a machine where a person can  buy
 6    lottery tickets without assistance from any other person.

 9        Sec. 15.1.  Vending machines
10        (a)  Beginning  on  the effective date of this amendatory
11    Act of 1997, no vending machine that  sells  lottery  tickets
12    shall be located in any State building unless it is under the
13    direct  supervision  of  an  employee of that building who is
14    over 18 years of age.
15        (b)  Beginning on January 1, 1998 no person may  place  a
16    vending  machine  in any building or other place unless it is
17    under  the  direct  supervision   of   the   owner   of   the
18    establishment  or  an  employee  over  18  years of age.  The
19    provisions of this  subsection  (b)  shall  not  apply  to  a
20    vending  machine  placed  in a building or other place before
21    January 1, 1998.
22        (c)  For the  purposes  of  this  Section  15.1,  "direct
23    supervision"  means  that the owner or employee over 18 years
24    of age has an unimpeded line of sight to the vending machine.
25        Section  99.  Effective  immediately.   This  Act   takes
26    effect upon becoming law.".
