Provides for increased fees for these plates, to be deposited into the Secretary of State Special License Plate Fund. Effective immediately. LRB9002020NTsb SB548 Enrolled LRB9002020NTsb 1 AN ACT concerning vehicle registration plates, amending 2 named Acts. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 3. The State Finance Act is amended by adding 6 Section 5.449 as follows: 7 (30 ILCS 105/5.449 new) 8 Sec. 5.449. The Illinois and Michigan Canal Fund. 9 Section 5. The Illinois Vehicle Code is amended by 10 adding Sections 3-639 and 3-640 as follows: 11 (625 ILCS 5/3-639 new) 12 Sec. 3-639. Special registration plate for a president 13 of a village or incorporated town or mayor. 14 (a) The Secretary, upon receipt of all applicable fees 15 and applications made in the form prescribed by the 16 Secretary, may issue special registration plates to 17 presidents of villages and incorporated towns and mayors. 18 The special plates issued under this Section shall be 19 affixed only to passenger vehicles of the first division or 20 motor vehicles of the second division weighing not more than 21 8,000 pounds. 22 Plates issued under this Section shall expire according 23 to the multi-year procedure established by Section 3-414.1 of 24 this Code. 25 (b) The design and color of the special plates shall be 26 wholly within the discretion of the Secretary. Appropriate 27 documentation, as determined by the Secretary, shall 28 accompany each application. 29 (c) An applicant for the special plate shall be charged SB548 Enrolled -2- LRB9002020NTsb 1 a $15 fee for original issuance in addition to the 2 appropriate registration fee. This additional fee shall be 3 deposited into the Secretary of State Special License Plate 4 Fund, to be used by the Secretary to help defray the 5 administrative processing costs. 6 For each registration renewal period, a $2 fee, in 7 addition to the appropriate registration fee, shall be 8 charged. This additional fee shall be deposited into the 9 Secretary of State Special License Plate Fund. 10 (625 ILCS 5/3-640 new) 11 Sec. 3-640. Illinois and Michigan Canal plates. 12 (a) The Secretary, upon receipt of all applicable fees 13 and applications made in the form prescribed by the 14 Secretary, may issue special registration plates designated 15 as Illinois and Michigan Canal license plates. 16 The special plates issued under this Section shall be 17 affixed only to passenger vehicles of the first division or 18 motor vehicles of the second division weighing not more than 19 8,000 pounds. 20 Plates issued under this Section shall expire according 21 to the multi-year procedure established by Section 3-414.1 of 22 this Code. 23 (b) The design and color of the special plates shall be 24 wholly within the discretion of the Secretary. Of this fee, $25 shall be 30 deposited into the Illinois and Michigan Canal Fund and $15 31 shall be deposited into the Secretary of State Special 32 License Plate Fund, to be used by the Secretary to help 33 defray the administrative processing costs. Of this fee, $25 shall be deposited into the 4 Illinois and Michigan Canal Fund and $2 shall be deposited 5 into the Secretary of State Special License Plate Fund. 6 (d) The Illinois and Michigan Canal Fund is created as a 7 special fund in the State treasury. All money in the 8 Illinois and Michigan Canal Fund shall be used, subject to 9 appropriation by the General Assembly, by the Department of 10 Natural Resources for restoration and improvements of the 11 Illinois and Michigan Canal and its adjacent structures. 12 Section 99. Effective date. This Act takes effect upon 13 becoming law.
