90_SB0676 305 ILCS 5/9-6.3 from Ch. 23, par. 9-6.3 Amends the Illinois Public Aid Code in an area requiring the provision of child care services to former recipients of assistance under the Aid to Families with Dependent Children program and State administered General Assistance programs for a maximum of 12 months when assistance is cancelled because the recipient obtained employment. Provides that reimbursement rates for child care services set by the Department of Human Services, as successor agency to the Department of Public Aid for the purpose of administering the Other Social Services Article of the Code, shall not be less than 75% of the prevailing market rate in a given region as determined by the Department. The Illinois Public Aid Code is amended by 6 changing Section 9-6.3 as follows: 7 (305 ILCS 5/9-6.3) (from Ch. 23, par. 9-6.3) 8 Sec. 9-6.3. Notwithstanding any other provisions of this 9 Code, the Illinois Department shall provide child care 10 services to former recipients of assistance under Article IV 11 of this Code, and former recipients of assistance under 12 Article VI of this Code in programs administered by the 13 Illinois Department, for a maximum of 12 months when 14 assistance is cancelled because the recipient obtained 15 employment. The Department shall establish a preemployment 16 child care application process to facilitate prompt provision 17 of child care services upon employment. The Illinois 18 Department shall specify by rule the types or amounts of such 19 child care, the conditions of eligibility for such services 20 and the system for the preemployment application process, 21 which shall include an outreach component. Eligibility for 22 and the amount of child care provided may vary based upon 23 family size and income, as established by rule. The Illinois 24 Department may contract with other state agencies or child 25 care organizations for the administration of the child care 26 program under this Section. Reimbursement rates for child 27 care services set by the Illinois Department shall not be 28 less than 75% of the prevailing market rate for child care 29 services in a given area, as determined by the Illinois 30 Department. 31 (Source: P.A. 86-909; 86-911; 86-1028.)
